Goa Housing Board E-Auction 2026: Application Dates

Eligible applicants can submit their online applications from September 26, 2026, to October 19, 2026. Applications have to be submitted through the e-application mode on the designated government portal.
The notice states that an applicant can submit only one e-application in Form IV. The actual date and time for participation in the live e-auction will be communicated separately to eligible applicants.

Who can apply for Goa Housing Board commercial plots?

Eligibility for individual applicants

An individual applying for a commercial plot must be a citizen of India or an Overseas Citizen of India (OCI) and must satisfy one of the prescribed Goa-related conditions.

The applicant must have been:

• Born in Goa on or before December 19, 1961 ; or
• Born to a parent who resided in Goa on or before December 19, 1961 ; or
• Born in Goa and continuously resident in Goa for the last 30 years ; or
• A resident of Goa for the last 30 years ; or
• Born in Goa to parents who have been residents of Goa for the last 30 years .

For an OCI applicant, clearance from the competent regulatory authorities must be obtained before applying. The individual applicant must also have completed 18 years of age at the time of submitting the application.

Eligibility for firms, companies and institutions

A firm, company or institution applying for a commercial plot must have been registered for at least three years before the date of submission of the application. The applicant must upload the relevant registration certificate along with the e-application.
Registered firms and companies must also submit their last three years' audited statements of accounts .

Documents required for Goa Housing Board e-auction

Applicants are required to upload self-attested copies of the relevant documents along with the online application.
For individual applicants, the required documents include:

• Proof of age
• 30-year residence certificate issued by the competent authority
• Income-tax returns for the last three preceding years
• PAN card, wherever applicable
• Original affidavit in Form-1A
• Bank details and cancelled cheque for refund purposes

For firms and companies, documents include:

• Certificate of registration
• Bye-laws, Articles of Association or constitution of the firm/company
• Last three years' audited statements of accounts
• PAN/TAN card, as applicable
• Original affidavit in Form-1A
• Bank details and cancelled cheque for refund

Failure to upload the required documents may result in rejection of the application. In such a case, 5% of the initial deposit may be forfeited by the Goa Housing Board, while the remaining amount will be refunded without interest.

Existing Goa Housing Board allotment restriction

An individual, institution, firm or company will not be eligible to apply if it has already been allotted a plot, shop, office or tenement under any Goa Housing Board scheme within the 30 years immediately preceding the application date , anywhere in Goa. Applicants are required to submit an affidavit in Form-1A in this regard.

Goa Housing Board initial deposit

• The initial deposit varies according to the plot.
• For the Aravalem-Sanquelim plot , the initial deposit is ₹1 crore .
• For the Madel-Tivim plot , the initial deposit is ₹3 crore .
• The registration fee mentioned in the notice is ₹5,000 plus ₹900 GST .
• Applicants should carefully check the applicable payment instructions before submitting the e-application.

What happens after submitting the application?

• After applications are scrutinised, the eligible applicants will receive information regarding the date and time of the e-auction .
• The Goa Housing Board has also made participation in a live trial-run e-auction compulsory for all eligible applicants. The schedule for the trial run will be communicated separately.
• There must be at least two applicant bidders present for the e-auction proceedings for each plot. If this minimum requirement is not met, the bidding may be postponed, cancelled or deferred.

Goa Housing Board e-auction rules

• The notice contains several conditions governing the online auction.
• The Managing Director of the Goa Housing Board may postpone, cancel or defer the e-auction proceedings for any particular plot or plots at any time without assigning reasons.
• The decision of the Managing Director regarding allotment of the plot to the highest bidder will be final and binding on the bidders.
• The plots will be allotted on an "as is where is basis" .
• This means the successful allottee cannot subsequently raise objections regarding the nature, condition or planning of the property or seek damages or compensation from the Goa Housing Board on such grounds.

Payment deadline after successful bidding

• The successful allottee must pay the full consideration amount for the commercial plot within 90 days from the date of receipt of the allotment order.
• If the full amount is not paid within the prescribed period, the allotment order will stand cancelled without further notice.
• In such a case, 5% of the initial deposit will be forfeited, while the balance amount will be refunded without interest after six months.

What if an applicant withdraws before allotment?

If an applicant withdraws from the scheme after depositing the initial deposit, 10% of the initial deposit will be forfeited by the Goa Housing Board. The balance amount will be refunded without interest.
A separate provision applies where a successful bidder withdraws after the Order of Allotment has been issued. In that case, the initial deposit will be refunded after six months after deducting 5% of the initial deposit.

Applicants should keep the following conditions in mind before participating:

• Only one e-application in Form IV can be submitted by an applicant.
• Eligible applicants must participate in the compulsory trial-run e-auction .
• At least two applicant bidders must be present for each plot's auction proceedings.
• The Managing Director can postpone, cancel or defer an auction.
• The highest bidder does not receive an unrestricted right to the property until the formal allotment process is completed.
• The plot is allotted on an as-is-where-is basis .
• Full consideration must be paid within 90 days of receiving the allotment order.
• The allotment is governed by the Goa Housing Board (Registration, Allotment and Sale of Plots) Rules, 2016 , and amendments.
