MUMBAI: A major affordable housing project in Borivali West is set to take shape across the Shimpoli and Gorai areas, with the Maharashtra government approving the acquisition of 71.06 acres of land owned by BSNL and MTNL for a proposed 8,000-home township.
The project, to be undertaken by the Maharashtra Housing Development Corporation (MahaHousing) , is estimated to involve an overall investment of around ₹7,500 crore . The planned housing stock will be divided equally between affordable housing under Pradhan Mantri Awas Yojana (PMAY) 2.0 and homes intended for the middle-income group.
The approved land comprises six plots measuring 71.06 acres in total. Of this, one parcel measuring 29.74 acres is located in Shimpoli , while five plots spread across 41.32 acres are located in Gorai.
The government has approved the acquisition of these BSNL and MTNL land parcels so that they can be brought into residential development.
The proposed housing project will create:

The acquisition cost forms a substantial part of the proposed project expenditure.
According to the supplied details, the Shimpoli land parcel has an estimated acquisition cost of around ₹3,150.26 crore , while the five Gorai plots are estimated to cost approximately ₹4,017.26 crore.
Together, the land acquisition is estimated at around ₹7,167.52 crore , with the overall project outlay reaching approximately ₹7,500 crore after associated expenses.
The Maharashtra Shelter Fund has also received approval for around ₹3,446 crore towards the acquisition of the Shimpoli land.
The Gorai component requires further action because part of the land has been reserved for a Metro car shed , according to the supplied reports.
A key component of the Borivali project is the proposed development of 4,000 homes under PMAY 2.0.
The remaining 4,000 houses will cater to the middle-income segment , making the proposed township a mixed-income residential development.
The project could therefore add a substantial number of new homes to Mumbai's western suburbs, although the government approval and reports supplied do not yet specify the final flat prices, application dates, eligibility conditions, booking procedure or allotment mechanism.
Applicants should not assume that applications are open until MahaHousing or the relevant government authority officially announces the housing registration process.
An earlier presentation on the proposed affordable housing township outlined a wider integrated development rather than a standalone residential project.
The planned township is expected to include amenities such as a school, hospital, playground, cultural centre and commercial area.
A skill development centre has also been proposed to provide employment-oriented training to young people.
Earlier details indicated that homes under the affordable housing component could measure around 450 sq ft , although the final unit configuration, carpet area and pricing for the expanded 8,000-home project are yet to be formally announced.
The proposed Borivali affordable housing project is expected to benefit from existing and planned transport infrastructure in the western suburbs.
Earlier project details indicated that the township would be served by two metro stations and would also have access to the proposed Versova-Dahisar coastal road.
The combination of residential development and transport connectivity is expected to be an important part of the proposed integrated township.
The Borivali housing project had earlier been reported as a smaller proposal involving approximately 28.84 acres of land belonging to BSNL and MTNL.
In April 2026, the proposed township was described as a PMAY-U affordable housing development on land at Shimpoli and mainland Gorai. At that stage, the state government had approved the transfer of the land to MahaHousing at the Ready Reckoner rate, with the estimated cost reported at around ₹729 crore.
The earlier proposal also envisaged an integrated township with housing and community facilities, and officials had indicated that the project could take around three to four years to complete after commencement.
The later September 2026 information supplied for this report describes a substantially expanded proposal involving 71.06 acres and 8,000 homes. Therefore, the latest land area and housing numbers should be treated as the current project details, while the earlier 28.84-acre proposal represents the previous stage of the project.
Applications for the 8,000 Borivali homes have not been announced in the supplied government approval/report.
The available information does not yet establish:
Potential homebuyers should wait for an official notification from MahaHousing or the Maharashtra government before making any payment or submitting an application.
The proposed Borivali township follows an earlier affordable housing initiative in Goregaon undertaken by the Mumbai Board of the Maharashtra Housing and Area Development Authority.
That project involved approximately 2,000 PMAY homes , which were constructed and allotted through a lottery process.
With 4,000 PMAY homes proposed at Shimpoli and Gorai , the new Borivali project would be significantly larger in terms of its planned affordable housing component.
The immediate next stage is the acquisition of the six BSNL and MTNL land parcels , followed by planning and implementation by MahaHousing.
The Maharashtra government has already cleared the acquisition proposal, while funding has been approved for a significant portion of the land purchase.
The project will then have to move through the necessary planning, land transfer, infrastructure and construction stages before applications for individual homes can be invited.
For prospective buyers, the key development to watch will be the official MahaHousing notification containing flat prices, eligibility criteria, application dates and the allotment process.
The Borivali project could add 8,000 homes , including 4,000 PMAY 2.0 units , to Mumbai's western suburban housing stock once implemented. However, the final timeline for construction and possession has not been established in the latest information supplied.
