Odisha’s A Roof for All Scheme

The Government of Odisha is preparing to launch a large-scale urban housing initiative titled “A Roof for All”, aiming to provide housing access to nearly 80% of the state’s urban population by 2036. This ambitious mission is part of the broader Viksit Odisha 2036 vision, which focuses on transforming cities through planned growth and improved infrastructure.

The announcement was made by Housing and Urban Development Minister Krushna Chandra Mahapatra during a high-level review meeting in Bhubaneswar.

What is “A Roof for All” Scheme?

The “A Roof for All” programme is designed to address housing shortages in urban areas, especially for low-income populations. The scheme will follow a three-tier housing model, covering:

• Economically Weaker Sections (EWS)
• Low Income Groups (LIG)
• Rental housing for migrant workers and floating populations

The government plans to launch the scheme initially in Rourkela, followed by phased expansion across other cities.

Land Pooling Model for Urban Development

To support structured urban expansion, Odisha will implement a Town Planning Scheme based on land pooling. Under this model:

• 40% of land will be used for infrastructure such as roads, drainage, and civic amenities
• 60% of developed land will be returned to original landowners

This approach reduces the need for forced land acquisition while ensuring planned and sustainable urban growth.

49 Cities Under Smart Development Plan

The state has also identified 49 cities under the Chief Minister’s urban development initiative. Key focus areas include:

• Road infrastructure improvement
• Drinking water supply
• Sewerage and drainage systems
• Urban beautification
• Smart traffic and safety systems

Cities like Cuttack, Sambalpur, and Bhubaneswar are expected to emerge as major urban growth hubs.

Drainage & Flood Management Initiatives

To tackle frequent urban flooding, the government is implementing a comprehensive Drainage Master Plan. Key projects include the rejuvenation of:

• Gangua Nala
• Daya West Canal

These initiatives aim to improve stormwater management, reduce waterlogging, and enhance environmental conditions in urban areas.

Faster Approvals via Digital Governance

The state is also improving administrative efficiency through the SUJOG Portal, where approvals must now be processed within 7 days.

This reform is expected to benefit:

It also enhances transparency and ease of doing business in the state.
