Meerut Development Authority Announces E-Auction for 213 Residential & Non-Residential Properties
MEERUT: The Meerut Development Authority (MDA) has opened an e-auction for various 22 residential and 191 non-residential plots and commercial buildings across its housing schemes. Interested parties can participate in the online bidding process from February 9, 2026, to February 26, 2026.
The e-auction program, along with a detailed brochure (available for ₹1180 including 18% GST for non-residential and ₹590 including 18% GST for residential properties), can be accessed on the MDA's official website: www.mdameerut.in via the e-auction link https://mda.procure247.com/.

Who Can Bid? (Eligibility Criteria)
Applicants must be Indian citizens, at least 18 years old. Firms, partnership firms, societies, companies (private or public limited), registered cooperative societies, trusts (registered/unregistered), HUFs, registered consortia firms, and other legally registered entities are eligible.
For educational plots, only registered societies, cooperative societies, or trusts whose primary objective is to establish educational institutions to provide education to the uneducated are eligible.

Application Process & Payments:
Registration: Applicants must register on the MDA e-auction portal: https://mda.procure247.com/.
Document Fee & EMD: The prescribed Document Fee (brochure cost) and Earnest Money Deposit (EMD) must be paid online via gateway (Challan/Net Banking) from the applicant's own bank account. Funds remitted from a third-party account will not be eligible for refund by the MDA in case of an unsuccessful bid.
Required Documents (to be uploaded with technical bid):
Self-attested copy of the detailed brochure.
Receipts of successful Document Fee and EMD payment.
PAN Card copy.
Self-attested copy of Aadhaar Card.
Cancelled Cheque copy.
Self-attested copy of registration certificate (for companies, firms, societies, trusts, etc.).
Self-attested copy of GST registration proof (for companies, firms, etc.).
Important Terms & Conditions:
Bid Validity: Bids submitted cannot be reduced or withdrawn during the auction.
EMD Adjustment: If a bidder is successful for one property and their EMD is higher than required, the excess amount will be adjusted against the installment plan of the allotted property. Unsuccessful bidders will receive their EMD back via RTGS without interest or deductions after the e-auction concludes.
Cancellation Policy:
Failure to deposit 25% of the allotment amount within 90 days of the acceptance letter will result in cancellation and forfeiture of EMD.
Failure to pay three consecutive or any three installments on time after depositing the initial allotment amount will lead to cancellation. In such cases, the EMD will be fully forfeited, and 25% of the remaining deposited amount will be deducted, with the balance refunded without interest. The MDA will repossess the property.
TDS: For properties valued at ₹50 lakhs or more, a 1% TDS (Tax Deducted at Source) as per Section 194IA of the Income Tax Act-1961 is applicable on the total payable amount (including interest and penalty interest). This TDS must be paid by the applicant through their PAN card to MDA's PAN (AAALM0124D) and the Challan and Form 26QB copy submitted to the MDA office.
Rebate on Full Payment: Discounts are available for early full payment of the remaining amount after EMD adjustment: 6% for payment within 45 days, 5% within 60 days, and 4% within 90 days.
Installment Interest: The remaining 75% for non-residential properties can be paid in 6 equal half-yearly installments over 3 years with 10% annual interest. Residential properties have similar installment plans. A penal interest of 12% per annum (compounded semi-annually) will be charged for delayed payments.
Property Use: Allotted properties must be used solely for the specified purpose. Any deviation will lead to cancellation and repossession by the MDA.
"As Is, Where Is" Basis: All properties are allotted on an "as is, where is" basis.
Jurisdiction: All disputes related to the allotted property will be under the jurisdiction of Meerut courts. The Vice-Chairman, MDA, holds the final decision-making authority in any dispute and can modify terms without prior notice.
Special Conditions for Educational & Health Center Plots:
Health Center/Nursing Homes: Applicants must be MBBS degree holders. If applying as a committee/trust/company, one member must be an MBBS. A project report, including financial and physical progress for the last 3 years, and audited balance sheets/ITR for the past 3 years are required.
Educational Plots: Successful bidders must obtain and submit an approval certificate from the State Government or relevant educational department for establishing the institution. Construction must be completed, and the institution operational within 3 years of possession. Failure to comply will result in cancellation and forfeiture of EMD, with a 15% deduction from the remaining deposited amount.
Concessions for MDA Employees' Children (Educational Plots): Schools/colleges established on MDA-allotted educational plots must provide a 50% fee discount to children of MDA officers, employees, and Board members. Failure to do so will lead to cancellation of the allotment.
Meerut Development Authority (MDA) is preparing a major land sale that could be the perfect opportunity. Under its Land Monetization Scheme, MDA is gearing up to auction nearly 974 plots, and the groundwork for the process has already started.
MDA has earmarked around 22 hectares of land in prominent localities such as Vedvyas Puri, Lohia Nagar, Ganganagar, Shatabdi Nagar, Major Dhyan Chand Nagar, Pallavpuram, Shraddhapuri, and Sainik Vihar. These plots will be offered across various categories—EWS, LIG, MIG, HIG, and commercial—making the scheme beneficial for a wide range of buyers.
In an interaction with Local 18, MDA Vice President Sanjay Kumar Meena shared that numerous MDA-owned parcels had remained unplanned or unauctioned for years. A special committee reviewed these properties and selected about 22 hectares to be brought into the auction pipeline.
Public opinions and objections have now been invited, with a one-month window provided for submissions. After this stage, the proposal will be placed before the MDA board. Once approved, the formal auction process will begin, likely early next year.

The Uttar Pradesh Avas Vikas Parishad (UPAVP) has announced the e-auction of non-residential properties in the Meerut Zone. The auction will be conducted through the official e-auction portal. Meerut, September 23, 2025 – The Housing and Development Council (HDC) has announced an e-auction of residential and non-residential properties valued at ₹280 crore across multiple projects in Meerut. The online auction is scheduled for September 30, with registrations open until September 29.
Deputy Housing Commissioner Anil Kumar Singh confirmed that the auction will feature a total of 31 properties spanning various housing schemes.
Jagriti Vihar Extension Scheme No. 11: 6 residential plots, 7 group housing units, 1 health center, and 1 commercial property.
Madhavpuram Scheme No. 10: 1 group housing unit and 1 commercial property.
Shastri Nagar Scheme No. 3: 10 shops and 2 commercial units.
Jagriti Vihar Scheme No. 6 & Transport Nagar Scheme No. 1: 1 commercial property each.
Property Manager Sunil Kumar Sharma stated that the 6 residential properties are valued at ₹7 crore, while the 25 non-residential properties are valued at ₹273 crore.
The e-auction will take place on September 30, and in the event of a single bid for any property, it will be re-auctioned on October 27. Interested buyers must complete registration before the deadline to participate.
