The Saran district administration has intensified its crackdown under the Prohibition Act, announcing the auction of 318 vehicles seized in liquor-related cases . District Magistrate Vaibhav Srivastava has given a clear directive to fast-track all pending confiscation and auction proceedings, warning that unnecessary delays will no longer be accepted.
Review Meeting on Prohibition Cases
On Friday, the District Magistrate chaired a comprehensive review meeting focusing on pending confiscation cases, vehicle auctions, and liquor destruction . During the review, he instructed all concerned departments to strictly adhere to timelines and ensure swift disposal of pending matters related to prohibition enforcement.
According to official records presented in the meeting, a large number of confiscation cases are still pending across various revenue courts:
70 cases in the court of the Additional Collector
30 cases with the Sub-Collector Land Reforms (Sadar)
73 cases in Sonpur
48 cases in Madhaura
The DM directed officials to resolve all pending confiscation cases within one month .
The administration revealed that 256 seized vehicles are currently awaiting auction approval. To avoid depreciation and loss of government revenue, the District Magistrate instructed the District Transport Officer (DTO) and Motor Vehicle Inspector (MVI) to complete valuation reports for all remaining vehicles by the end of this month.
He further ordered that all 256 vehicles be auctioned simultaneously in February , ensuring transparency and efficiency in the process.
In addition, the Assistant Commissioner, Prohibition , was directed to complete the auction process of the remaining 62 vehicles within the current month .
The meeting also reviewed the status of liquor destruction under prohibition cases. Officials informed that proposals related to the destruction of nearly 30,000 liters of seized liquor are awaiting court approval.
The District Magistrate instructed the legal branch to:
Obtain court orders for liquor destruction within one week
Initiate immediate action after approvals
He also ordered police stations to promptly submit proposals for the destruction of the remaining 22,000 liters of seized liquor and ensure the process is completed without delay.
DM Vaibhav Srivastava emphasized that timely confiscation, auction of seized vehicles, and destruction of illegal liquor are crucial for the effective enforcement of the Prohibition Act. He stated that these steps will not only strengthen law enforcement but also prevent revenue loss and send a strong message against liquor-related offenses .
The recent strict stance of the district administration clearly indicates that vehicle auctions and liquor destruction activities in Saran district will gain momentum in the coming days .

Interested bidders will have to submit a separate security deposit for each vehicle they wish to bid for. The required advance is equivalent to 20% of the minimum value prescribed for the respective vehicle .
The security deposit must generally be submitted through a Banker's Cheque or Demand Draft payable to EXCISE SUPERINTENDENT, SARAN , payable at SBI Chapra , or through cash where permitted under the applicable authorisation.
The completed application form along with the required security deposit must reach the office of the Assistant Commissioner, Prohibition, Saran , by 5 pm on July 27, 2026 .
A bidder seeking to participate for multiple vehicles must deposit the required security amount separately for each vehicle.
The successful bidder will be required to deposit the auction amount as prescribed. The remaining auction amount must be paid within seven working days . Failure to complete payment within the stipulated period may result in the bidder being blacklisted , cancellation of the auction of the vehicle and forfeiture of the deposited auction and advance amounts.
The department may then proceed with the second-highest bidder or, if necessary, the third-highest bidder . The auction will be conducted in favour of the highest bidder , subject to the prescribed minimum value and applicable auction conditions.
Bidders or their authorised representatives must be present with their PAN card, Aadhaar card and mobile number .
Prospective bidders can inspect the confiscated vehicles at their respective custody locations on any working day before the auction date. The vehicles will be auctioned on an "as is, where is" and "as is what is" basis .
Buyers are responsible for inspecting the vehicles before submitting their bids. No subsequent claim regarding the condition of a vehicle will be entertained after the auction. Transportation expenses will also not be borne by the auction committee.
For bidders who do not succeed in the auction, the deposited advance amount will be refunded one week after completion of the auction . For successful bidders, the advance amount will be adjusted against the final auction price .
Previous defaulters will not be allowed to participate in the auction process.
After the auction, the auction committee will issue an auction certificate or sale deed in the name of the successful buyer for vehicle registration purposes. The responsibility for registering the auctioned vehicle in the buyer's name will rest with the successful purchaser. After payment of all applicable charges, further registration-related action will be undertaken by the District Transport Office, Saran . The auction committee has reserved the right to cancel the auction of any vehicle or all vehicles without assigning a reason . The entire auction process may also be cancelled at any stage. If any vehicle is found to be covered by proceedings or orders of the High Court , the application for that vehicle will not be accepted and its auction may be postponed or cancelled.
The notice further states that where former owners of listed vehicles are residents of outside Bihar , the required notice must be served on them before the concerned vehicle is auctioned. If such service is not completed, the auction of that particular vehicle will be postponed until the notice is duly served.
The Saran Prohibition and Excise Department has also outlined a continuing auction mechanism for vehicles that remain unsold. After the August 5 auction , the remaining vehicles may be offered for auction every Wednesday that is a working day , with their value progressively reduced by 10% in accordance with the applicable SOP until the concerned vehicle is sold.
For each Wednesday auction, applications will be accepted by the prescribed deadline, with the penultimate Tuesday mentioned as the application date for the weekly auction process. Saran district administration in Bihar has issued an urgent short-term public auction notice for confiscated vehicles seized under the Bihar Prohibition and Excise Act, 2016 . The auction covers vehicles that remained unsold even after three previous auction attempts.

Review Meeting on Prohibition Cases
On Friday, the District Magistrate chaired a comprehensive review meeting focusing on pending confiscation cases, vehicle auctions, and liquor destruction . During the review, he instructed all concerned departments to strictly adhere to timelines and ensure swift disposal of pending matters related to prohibition enforcement.
According to official records presented in the meeting, a large number of confiscation cases are still pending across various revenue courts:

The DM directed officials to resolve all pending confiscation cases within one month .
The administration revealed that 256 seized vehicles are currently awaiting auction approval. To avoid depreciation and loss of government revenue, the District Magistrate instructed the District Transport Officer (DTO) and Motor Vehicle Inspector (MVI) to complete valuation reports for all remaining vehicles by the end of this month.
He further ordered that all 256 vehicles be auctioned simultaneously in February , ensuring transparency and efficiency in the process.
In addition, the Assistant Commissioner, Prohibition , was directed to complete the auction process of the remaining 62 vehicles within the current month .
The meeting also reviewed the status of liquor destruction under prohibition cases. Officials informed that proposals related to the destruction of nearly 30,000 liters of seized liquor are awaiting court approval.
The District Magistrate instructed the legal branch to:
Obtain court orders for liquor destruction within one week
Initiate immediate action after approvals
He also ordered police stations to promptly submit proposals for the destruction of the remaining 22,000 liters of seized liquor and ensure the process is completed without delay.
