Saran (Bihar):
The Saran district administration has intensified its crackdown under the Prohibition Act, announcing the auction of 318 vehicles seized in liquor-related cases. District Magistrate Vaibhav Srivastava has given a clear directive to fast-track all pending confiscation and auction proceedings, warning that unnecessary delays will no longer be accepted.
On Friday, the District Magistrate chaired a comprehensive review meeting focusing on pending confiscation cases, vehicle auctions, and liquor destruction. During the review, he instructed all concerned departments to strictly adhere to timelines and ensure swift disposal of pending matters related to prohibition enforcement.
According to official records presented in the meeting, a large number of confiscation cases are still pending across various revenue courts:
70 cases in the court of the Additional Collector
30 cases with the Sub-Collector Land Reforms (Sadar)
73 cases in Sonpur
48 cases in Madhaura
The DM directed officials to resolve all pending confiscation cases within one month.
The administration revealed that 256 seized vehicles are currently awaiting auction approval. To avoid depreciation and loss of government revenue, the District Magistrate instructed the District Transport Officer (DTO) and Motor Vehicle Inspector (MVI) to complete valuation reports for all remaining vehicles by the end of this month.
He further ordered that all 256 vehicles be auctioned simultaneously in February, ensuring transparency and efficiency in the process.
In addition, the Assistant Commissioner, Prohibition, was directed to complete the auction process of the remaining 62 vehicles within the current month.
The meeting also reviewed the status of liquor destruction under prohibition cases. Officials informed that proposals related to the destruction of nearly 30,000 liters of seized liquor are awaiting court approval.
The District Magistrate instructed the legal branch to:
Obtain court orders for liquor destruction within one week
Initiate immediate action after approvals
He also ordered police stations to promptly submit proposals for the destruction of the remaining 22,000 liters of seized liquor and ensure the process is completed without delay.
DM Vaibhav Srivastava emphasized that timely confiscation, auction of seized vehicles, and destruction of illegal liquor are crucial for the effective enforcement of the Prohibition Act. He stated that these steps will not only strengthen law enforcement but also prevent revenue loss and send a strong message against liquor-related offenses.
The recent strict stance of the district administration clearly indicates that vehicle auctions and liquor destruction activities in Saran district will gain momentum in the coming days.

For each selected vehicle, 20% of the reserve price (minimum value) must be deposited as EMD (Earnest Money Deposit).
Payment Mode: Banker’s Cheque/Demand Draft in favor of EXCISE SUPERINTENDENT, SARAN, payable at SBI Chapra; Cash may be accepted only with special approval.
Submission: Application + EMD must be submitted at the Office of Assistant Commissioner, Prohibition, Saran by 26.08.2025, 05:00 PM.
Multiple vehicles: Separate EMD is required for each vehicle.
Late/Incompleted forms: Not accepted after deadline.
Attend the auction at scheduled time with original documents.
Vehicle-wise bidding will be conducted on an “as is, where is” basis.
Highest bidder must deposit the instructed amount immediately in the hall.
Remaining payment must be cleared within 7 working days.
Failure to pay within time: bid will be canceled/forfeited and vehicle may be offered to the 2nd or 3rd highest bidder.
Unsuccessful bidders will receive refund of EMD within one week after the auction.
In addition to the highest bid, successful bidder must pay 3% extra fee to BSBCL, Patna (as per Dept. Memo No. 6316, dated 06.09.2022).
All other taxes/fees (registration, road tax, etc.) are payable by the buyer.
Auction committee will issue a Sale Certificate/Auction Certificate in buyer’s name.
Registration formalities are buyer’s responsibility; to be completed at District Transport Office, Saran after payment of required fees.
Vehicle will be handed over from the same place & condition; transportation/lifting charges must be borne by the buyer.
Auctioned vehicles will be transferred free from all encumbrances (no pending liabilities).
Defaulters (previous dues pending) cannot participate.
Auction committee reserves the right to cancel any vehicle auction or entire auction without assigning reason.
Committee not responsible for publication errors; bidders must inspect vehicles before bidding—no claims will be entertained later.
As per Patna High Court order (Writ Petition No. 1022/2021, dated 25.11.2024) and Department Memo No. 266, dated 10.01.2025:
Vehicles with owners residing outside Bihar will be auctioned only after proper service of notice to the ex-owner.
If notice is not served, that vehicle’s auction will be postponed to a subsequent date.
Entire auction process is subject to court orders; successful buyers cannot make legal claims in this regard.
