14 Residential Properties E-Auction Timeline Extended
The timeline for the e-auction of 14 vacant residential properties on a freehold basis has been extended. The auction will be conducted through the GeM Portal under Auction ID 38042.
As per the revised schedule, bidders can deposit the EMD until August 24, 2026, at 5 PM. The online auction will begin on August 25 at 9 AM and conclude on August 31 at 4 PM.
Prospective bidders have been advised to take note of the revised e-auction dates and complete the EMD formalities within the stipulated deadline.
Chandigarh: The Chandigarh Housing Board (CHB) has invited online bids for the sale of 14 vacant residential properties on a freehold basis in the Union Territory of Chandigarh. The properties will be offered individually through an e-bid process on the Government e-Marketplace (GeM) portal .
The Chandigarh Housing Board e-auction 2026 is open to Indian citizens as well as NRIs and PIOs aged above 18 years . Existing ownership of a residential property does not disqualify an individual from participating in the auction.
The reserve prices of the 14 properties range from Rs 41.46 lakh to Rs 7.34 crore , while the required Earnest Money Deposit (EMD) ranges from Rs 2 lakh to Rs 16 lakh , depending on the property.

Prospective bidders must register themselves on the GeM portal before submitting their e-bids. The CHB has advised interested participants to study the detailed bidding procedure and online EMD payment process before participating.

The lowest reserve price among the properties is Rs 41,46,424 , applicable to Units 2502-3, 2504-3, 2516-3 and 2520-3 in Indira Colony, Manimajra.
The most expensive property in the list is Unit 3706, HIG Lower Independent, Sector 46-C, Chandigarh , with a reserve price of Rs 7,33,94,739 and an EMD requirement of Rs 16 lakh .
The CHB freehold property auction is open to:
If a person bids on behalf of another entity or individual, the required authorisation must be submitted to CHB before the allotment letter is issued. Failure to submit the authorisation may result in forfeiture of the EMD .
The allotment will initially be made in the name of the person who is the highest bidder in the e-bidding process. Inclusion of a family member may be permitted before issuance of the allotment letter. However, deletion or replacement of a name is not permitted .
Interested bidders must register on the GeM portal and complete the required bidding formalities.
The e-bid process will be conducted through the GeM platform. Participants are advised to review the detailed terms and conditions available through the Chandigarh Housing Board and GeM platforms before participating.
The auction will be conducted as per the scheduled date and time. If bids are received near the closing time, the e-auction may continue through unlimited extensions , with each extension requiring an increase of at least Rs 5,000 .
The bidder who quotes the highest eligible bid at the closure of the auction will be considered the successful bidder, subject to approval by the competent authority.
The EMD must be paid online through the GeM portal . Bidders should not deposit the EMD directly with the Chandigarh Housing Board.
The GeM portal will permit participation in the auction only after successful payment of the required EMD. The EMD of the successful bidder will be transferred from the GeM escrow account to CHB after acceptance of the highest bid.
For unsuccessful bidders, the EMD will be refunded directly through the GeM escrow mechanism.
Those bidding for more than one property must submit a separate EMD for each property .
The successful bidder must deposit 25% of the bid amount after adjustment of the EMD within five working days from the close of the financial bid .
If the successful bidder fails to deposit the required 25% payment within the stipulated period:
The payment is required to be made through RTGS/NEFT to the designated Chandigarh Housing Board bank account mentioned in the auction terms.
After the required payment, an agreement to sell will be executed between the Chandigarh Housing Board and the successful bidder in the prescribed format.
The remaining 75% of the consideration amount must be deposited within 90 days from the date of issuance of the letter of acceptance .
Failure to make the payment within the stipulated period will result in cancellation of the allotment offer and forfeiture of the payment made, with the purchaser having no claim for damages.
In genuine cases, the 90-day period may be extended by another 90 days , subject to the satisfaction of the Chairman, Chandigarh Housing Board, and payment of 12% annual interest for the extended period.
For government, semi-government or autonomous organisations, the payment period may be extended on a written request, subject to approval by CHB and payment of 12% annual interest . Such extension cannot exceed one year or 12 months in total.
The residential properties will be sold on an "as is where is" basis . The successful bidder is expected to inspect the property before participating in the auction.

Stickers have been placed on the individual properties for identification, while site offices have been established at various locations to facilitate property inspections.
As per Section 194-IA of the Income Tax Act, 1961 , 1% TDS is applicable on the total consideration for the transfer of immovable property where the consideration exceeds Rs 50 lakh .
The purchaser is responsible for deducting and depositing the applicable TDS with the Income Tax Department and submitting the relevant payment challan to the Chandigarh Housing Board.

The auction terms state that GST is currently not applicable on the bid price of these built-up residential dwelling units . However, any applicable present or future government taxes, levies or charges will be payable by the allottee in addition to the basic sale price.
After receiving the full consideration amount , the Chandigarh Housing Board will issue the allotment letter containing the applicable terms and conditions.
Following this, encumbrance-free possession of the property will be handed over to the successful bidder.
The allottee must sign and execute all required documents, agreements and papers within one month of receiving the relevant notice. The period may be extended, on written request, up to a maximum aggregate period of four months , subject to approval.
The dwelling unit must be used only for residential purposes .
The allottee cannot:
without obtaining prior written permission from the Chandigarh Housing Board or Chandigarh Administration.
The purchaser will also be required to become a member of a registered agency responsible for maintenance of common areas and common services of the residential blocks, as applicable.
The property can be sold, alienated or transferred after execution of the Conveyance Deed , subject to applicable laws and CHB transfer policies for freehold properties.
According to the auction terms, there is no restriction on transfer of the dwelling unit purchased through bidding on a freehold basis , subject to the applicable legal and transfer requirements.
The transferee will have to bear the expenses related to execution and registration of the Conveyance Deed, including stamp duty and registration fees .

The decision of the Chandigarh Housing Board in such matters will be final, subject to applicable legal provisions.
If information submitted by a bidder or allottee is later found to be false or incorrect , the CHB may cancel the allotment and forfeit the amount paid, apart from any penal consequences under the law. However, no cancellation or forfeiture order will be passed without providing the concerned bidder or transferee a reasonable opportunity of being heard.
All disputes relating to the e-bid process will be subject to the jurisdiction of Chandigarh .
