Bettiah: The West Champaran Excise Department, Bihar , has announced an ultra-short-term public auction of vehicles seized under the Bihar Prohibition and Excise Act, 2016 . EMD Required To Participate In Bihar Excise Vehicle Auction

Applicants participating in the auction must deposit an advance/security amount equivalent to 20% of the reserve price for regular vehicles.

For scrap vehicles, 50% of the reserve price is required as advance/security money.

The notice states that applicants must submit the prescribed application form along with:

  • 20% security/advance amount for regular vehicles
  • 50% security/advance amount for scrap vehicles
  • Police Superintendent-level character certificate
  • Self-attested copy of Aadhaar Card
  • Self-attested copy of PAN Card
  • Original photograph
  • Bank draft for the advance/security amount

The bank draft must be issued by a nationalised bank in favour of “Superintendent of Excise, West Champaran, Bettiah” , payable at SBI Main Branch, Bettiah.

Bids Below Reserve Price Will Not Be Accepted

Successful Bidders Must Pay Balance Within Seven Days

A successful bidder must deposit the auction/bid amount, excluding the advance amount already deposited, within seven days of the auction.

The payment must be made through Demand Draft (DD) or challan at the office of the Superintendent of Excise, West Champaran, Bettiah, in accordance with the Standard Operating Procedure issued under letter no. 809 dated February 3, 2026.

Failure to deposit the required amount within the stipulated period may result in forfeiture of the entire amount deposited by the bidder. The department may also take action to prevent the person from participating in current or future auctions.

Vehicles Will Be Sold On An As-Is-Where-Is Basis

Participants will be deemed to have fully inspected the vehicle before the auction . Once a vehicle has been auctioned, the purchaser will not be entitled to raise claims relating to any defect or problem with the vehicle.

The department has also warned bidders to independently verify the registration, chassis and engine details.

If the registration number, chassis number or engine number is unavailable or unclear on the Transport Department portal , the vehicle may not be eligible for re-registration. Applicants are therefore required to conduct their own verification and participate only after being satisfied with the vehicle's details.

No subsequent claim regarding such issues will be entertained after the auction.

What Happens If A Vehicle Remains Unsold?

If the auction cannot be completed on the scheduled date for any reason, the remaining auction process will be conducted on the following day.

The notice further provides that if a vehicle remains unsold even after three auctions , it may subsequently be auctioned on an “As Is Where Is Basis.”

For such auctions, the vehicle value will be reduced by 10% at each subsequent auction .

The auction committee or competent authority also reserves the right to remove any vehicle from the auction list . Any such removal will be displayed on the office notice board before the auction.

Vehicle Inspection And Registration Rules

Interested bidders can inspect vehicles on working days at the respective police station where the vehicle is kept.

After taking possession of an auctioned vehicle, the successful bidder will be responsible for completing the ownership transfer in their own name at their own cost and risk , in accordance with applicable rules.

Special Rules For Scrap Vehicles

Vehicles auctioned specifically as scrap cannot be used for transportation.

Ownership transfer will not be carried out for scrap vehicles. The successful purchaser will be responsible for taking the scrap vehicle away after cutting/dismantling it.

Any expense associated with cutting or dismantling the scrap vehicle will have to be borne by the auction purchaser .

Auction Committee Can Cancel The Process

The auction committee reserves the right to cancel the auction process for any particular vehicle or vehicles at its discretion without assigning any reason .

The decision of the auction committee in this regard will be treated as final.

Vehicle Owners Can Raise Court-Related Objections

Owners of the vehicles listed for auction have also been given an opportunity to inform the Excise Department if any case, appeal or revision proceeding concerning the vehicle has been filed before or is pending in any court.

Such evidence must be submitted to the Superintendent of Excise, West Champaran, Bettiah, at least one working day before the auction date .

After the prescribed deadline, objections or claims will not be accepted.

The auction of a vehicle may also be stopped if an appropriate court order is received in relation to that vehicle.

Under standard operating procedures (SOP letter no. 809), the remaining balance must be paid within  07 days  at the Excise Office, failing which the entire deposit will be forfeited, and the bidder will be barred from future auctions.

  • Unsuccessful Bidders:  The security deposit drafts will be returned promptly following the conclusion of the bidding process.

5. Strict Re-Registration and Scrap Guidelines

  • Vehicles whose registration, chassis, or engine numbers are missing or illegible on the transport department portal  will not be eligible for re-registration . Bidders are advised to inspect the vehicles physically before bidding.

  • Vehicles auctioned specifically under the  scrap category  cannot be transferred or used on public roads. Winning bidders are legally obligated to dismantle/cut the scrap vehicles at their own expense.

For physical inspection of the vehicles, interested parties can visit the respective police stations where the vehicles are currently held, or contact the  Office of the Superintendent of Excise, West Champaran, Bettiah  on any working day.
