YEIDA Plot Scheme in Sector 17 and Sector 20

YEIDA had earlier planned to launch a new plot scheme for the Economically Weaker Section (EWS). The proposal for this scheme was approved in the YEIDA board meeting long ago, but the scheme has not been launched yet. Now, the main reason behind the delay has come forward, and we are sharing that update with you.

Why is the Scheme Delayed?

Originally, YEIDA planned to offer plots with a size of 30 sq. meters.
However, according to YEIDA officials, there is now a proposal to increase the plot size to 40–50 sq. meters.
With a larger plot size, the frontage of the house will be better, and beneficiaries will be allowed to build up to 2.5 floors on the plot. This is the main reason the scheme launch has been postponed.

Key Features of the Upcoming YEIDA Plot Scheme

  • Total Plots: Around 3,000 plots will be offered.

  • Revised Plot Size: Likely to be 45–50 sq. meters instead of the earlier 30 sq. meters.

  • Construction Permission: Beneficiaries may be allowed to build 2.5 floors.

  • Payment Option: Successful applicants will get the option to pay in instalments.

  • Scheme Launch: The first phase will be launched soon. The second phase will be improved based on feedback and mistakes of the first phase.

Reservation (Quota) Structure Being Considered

  • 5% Reservation for

    • Army personnel

    • Ex-servicemen

    • Widows of martyrs

    • Persons with disabilities

  • 29% Reservation for employees working in industries located within YEIDA area.

  • 5% Reservation for

    • Institutional employees (hospital, college staff)

    • Authority employees

  • Remaining 51% will be open to the general public.

Location of the Plots

The land for the scheme has been identified in Sector 17 and Sector 20 of YEIDA.

Eligibility (Proposed)

  • Only Economically Weaker Section (EWS) applicants can apply.

  • Annual income criteria not yet finalized.

  • Applicants must be

    • Residents of Gautam Buddha Nagar, or

    • Permanent residents of Uttar Pradesh.

Important Note

The scheme should have been launched earlier, but due to the change in plot size and planning, the launch was delayed.
Once registrations begin, the update will be officially announced, and we will inform you immediately.

There are 16 plots available for auction across Sectors 7, 17, 18, and 22D. Their sizes and financial requirements vary significantly.

Important Note on Plots GH-15 & GH-17: These plots are partially under a court stay order. If the stay is not lifted by the lease execution date, the lease plan will be prepared excluding the stayed area.

3. Financial Requirements for Bidders

To be eligible to bid, applicants must meet strict financial criteria. The requirements are based on the plot size they are applying for.

A. Financial Eligibility Criteria:

B. Payments to be Made:

  1. Processing Fee: ₹5,00,000 + 18% GST per plot. This is non-refundable.

  2. Earnest Money Deposit (EMD): As listed in the table above (e.g., ~₹9 Cr for a ~4-acre plot). This is refundable if you are unsuccessful.

  3. Allotment Money: Within 60 days of winning the bid, you must pay 40% of the total premium (auction price), after adjusting the EMD already paid.

  4. Balance Payment: The remaining 60% must be paid in 4 half-yearly installments over 2 years with 10.5% annual interest.

Penalties: Heavy penalties apply for late payments, including a 13.5% per annum interest rate on defaulted amounts.

4. Who Can Apply (Eligibility)

  • Entities: Indian Registered Companies (Pvt Ltd/Public), Partnership Firms, LLPs, or Proprietorships.

  • Consortiums: Allowed (max 4 members) but must designate a Lead Member with at least 30% share. The consortium's combined financials must meet the eligibility criteria.

  • Defaulters Barred: Companies, their directors, or promoters who are defaulters of YEIDA, NOIDA, or GNIDA are not eligible.

  • Technical Experience: The bidder must have experience completing a project with a built-up area of at least 15% of the permissible FAR of the plot they are bidding for.

5. How the Auction Process Works

  1. Register & Pay: Interested bidders must register on the YEIDA e-auction portal (https://gerpegov.com/YEIDA), pay the processing fee and EMD online.

  2. Submit Documents: Submit all required technical and financial documents (audited reports, solvency certificates, affidavits, etc.) online.

  3. Bidder Scrutiny: YEIDA will scrutinize applications. Only financially and technically qualified bidders will be allowed to participate in the e-auction.

  4. The E-Auction:

    • Bidding starts at the Reserve Price.

    • Bid increment is 1% of the reserve price.

    • If bidding is active near the closing time, the auction gets automatically extended in 5-minute intervals.

    • A minimum of 3 qualified bidders is required for the auction to proceed. If not met, the deadline is extended twice by 7 days each.

  5. Allotment: The highest bidder above the reserve price wins. They receive an allotment letter and must then pay the allotment money (40%).

6. Development Rules & Timelines

  • Land Use: Strictly for Residential and Support Activities only.

  • FAR (Floor Area Ratio): 3.0

  • Construction Phases:

    • First Phase (30% of total FAR): Must be completed and receive a Completion Certificate within 3 years of signing the Lease Deed.

    • Full Project: Must be completed and receive a Completion Certificate within 7 years.

  • Extension Penalties: If construction is delayed, heavy time extension charges (1% to 10% of the land premium per year) are applied. Failure to complete construction can lead to cancellation of the lease and forfeiture of all money paid.

7. Key Conditions & Important Clauses

  • "As Is Where Is Basis": The bidder is responsible for checking the plot's condition before bidding. YEIDA offers no warranties.

  • GST: Payable by the allottee under Reverse Charge Mechanism.

  • Lease Rent: Yearly rent is 1% of the premium, increasing by 50% every 10 years. Alternatively, you can pay 11% of the premium as a one-time lease rent for the entire 90-year period.

  • Preferential Location Charges (PLC): Extra charges (5% to 15%) apply for corner plots, plots facing parks, or wide roads. This is already included in the reserve price.

  • Sub-Lease/Transfer: You can only sell (sub-lease) individual flats after getting the completion certificate for that building and clearing all dues to YEIDA.

  • Mortgage Permission: You can mortgage the plot to a bank after executing the lease deed and getting permission from YEIDA, but YEIDA remains the first charge holder.

  • IBC 2016: YEIDA is treated as a Secured Financial Creditor. If the developer goes bankrupt, YEIDA's dues (land cost) have priority over banks and flat buyers.

  • No Amalgamation/Sub-division: The plot cannot be divided or merged with another plot.

8. Consequences of Default

Failure to meet any payment deadlines, construction timelines, or other terms can lead to:

  • Heavy penal interest (13.5% p.a.).

  • Forfeiture of EMD/Allotment Money (up to 40% of the premium).

  • Cancellation of the allotment/lease and resumption of the land by YEIDA.

The Yamuna Expressway Industrial Development Authority (YEIDA) has unveiled a new residential plot scheme (RPS-09/2025), giving homebuyers and investors a valuable opportunity to own land near the upcoming Noida International Airport.   • Plot Prices: Range from ₹8 crore to ₹81 crore based on size and location.

  • Initial Payment: Successful bidders must pay 40% of the total plot cost within 60 days of allotment, adjusting for any prior payments.

  • Non-Compliance: Failure to meet the deadline may result in forfeiture of the allotment and initial deposit.
