Telangana Govt to Allow Sale of Small Housing Board Plots

Hyderabad: The Telangana government is considering the sale of small parcels of land—measuring less than 100 square yards—located adjacent to existing Housing Board houses, Revenue and Housing Minister Ponguleti Srinivas Reddy said on Monday.

The proposal was discussed during a review meeting with Housing Board officials at the Secretariat. The minister said residents who were earlier allotted Housing Board plots but failed to complete registration would be given another opportunity.

Those interested in purchasing adjoining open land up to 100 square yards will be allowed to register both the original plot and the additional land together, he said.

Reviewing Housing Board assets, Ponguleti noted that since the Nizam era, land has been leased to about 115 institutions, including educational institutions, temples, residential associations and commercial establishments. He directed officials to issue notices to lessees who have not renewed agreements and to facilitate regularisation.

Officials informed the minister that the Housing Board owns 301 commercial complexes across Telangana. While tenants were allowed to purchase shops in 2007, only 14 opted to do so. At present, 287 units remain under lease and 62 are vacant.

Pointing to poor enforcement of annual 10% rent hikes and agreement renewals, which has led to mounting arrears, Ponguleti asked officials to auction commercial spaces that are not viable for rental management. He also directed the appointment of special legal counsel to effectively handle pending court cases involving the Housing Board.




The Telangana government is preparing a major policy overhaul to address the growing housing needs of middle-class and economically weaker sections (EWS) in Greater Hyderabad. As part of its long-term Vision 2047 development roadmap, officials are finalizing a comprehensive Affordable Housing Policy, supported by funding assistance from international agencies such as the World Bank and the Asian Development Bank (ADB).

Affordable Housing Policy Under Draft

Officials from GHMC, HMDA, Housing Department, and DTCP have formed a high-level committee to study and finalize the policy. The initiative aims to provide planned, uniform, and financially accessible housing options across urban and semi-urban areas.

The government has identified a strong need for intervention, noting that Hyderabad's soaring real-estate prices have pushed home ownership beyond the reach of middle-class families. Even apartments located far from the city cost not less than ₹60 lakh, making housing unaffordable for ordinary citizens.

Focus on G+3 Model, Slum Redevelopment

The new policy emphasizes the construction of G+3 (ground plus three floors) housing blocks across GHMC limits, municipal corporations, and municipalities. These units will be integrated with:

  • Slum redevelopment projects

  • Urban renewal programs

  • New greenfield townships

  • Satellite townships in key urban corridors

Nineteen slum areas have already been identified within GHMC limits for redevelopment.

Satellite Townships Between ORR & RRR

To ease the burden on the city core, the government plans to build massive housing clusters between the Outer Ring Road (ORR) and the upcoming Regional Ring Road (RRR)-a 40 km stretch with significant land availability.

The Telangana Housing Board has been appointed the nodal agency for satellite township development. Funding commitments include:

  • ₹500 crore - Housing Board

  • ₹600 crore - Rajiv Swagruha Corporation

  • Additional funding from World Bank and ADB under agreed loan frameworks

These townships will be developed through PPP (Public-Private Partnership) models by inviting global tenders.

Houses to Be Cheaper Than Market Prices

Officials say the PPP approach will help deliver houses at rates below current market levels, targeting both middle-income and low-income groups. Similar to earlier high-income and middle-income group colonies, the new satellite townships will offer modern amenities at affordable prices.

The government has also indicated plans to demolish and rebuild old LIG quarters in KPHB Phase-4 as part of the transformation drive.

Indiramma Housing Expansion

Alongside the new policy, the state continues to expand the Indiramma housing program:

  • Government-estimated construction cost per unit: ₹5 lakh

  • Actual construction cost in urban bodies: ₹7 lakh

  • Total houses planned: 10 lakh (1 million)

  • Slabs already completed: 2.39 lakh

  • 46,000 houses fully completed so far

  • Next four months expected to see rapid progress toward 1 lakh more slab completions

Financial Outlay

The government has estimated an expenditure of ₹7,350 crore for the upcoming housing phase. Of this, ₹5,000 crore is expected to be raised through loans from HUDCO and other housing finance agencies.

A Long-Term Strategy to Bridge the Housing Gap

Officials highlight that the policy is designed to:

  • Address the shortage of affordable houses in Hyderabad

  • Provide structured housing options for slum dwellers

  • Expand development beyond the city limits

  • Make home ownership accessible for middle-class families

  • Integrate satellite townships as future urban growth centers

With the support of international financial agencies and the large-scale PPP approach, Telangana aims to create sustainable, inclusive housing for lakhs of families.
