Affordable Housing in Gurugram: Haryana Govt’s TCP Scheme Offers Limited 2BHK Flats; Lottery on March 3

Gurugram: With rental costs rising steadily and affordable housing options shrinking in Gurugram, the Haryana government’s Town and Country Planning (TCP) department has opened applications for a limited number of affordable flats under its Affordable Housing Policy. The scheme is being implemented through private developers approved by the department.

Gurugram, part of the National Capital Region, has emerged as a major employment hub, attracting professionals from across the country. However, escalating land prices have made it unviable for developers to launch new affordable projects within the city. As a result, most fresh affordable housing projects are now being planned in peripheral areas such as Farukh Nagar, Sohna and Rewari. Within Gurugram, only leftover inventory from older affordable housing projects is currently available.

One such project is ROF Atulyas, developed by ROF Group in Sector 93, Gurugram, under the Haryana TCP Affordable Group Housing policy.

Prices are calculated as per government-fixed affordable housing rates, based on carpet area and balcony area. Applicants must pay 5% of the flat cost as booking amount at the time of application. After allotment, 20% is payable, with the remaining amount linked to construction stages. Home loans of up to 90% are available from banks.

The project offers basic lifestyle amenities, including lifts, CCTV surveillance, fire safety systems, gated security, yoga lawn, jogging track, children’s play area, central park, community hall, open gym, badminton and basketball courts.

Applications can be submitted online through the official website of the Department of Town and Country Planning Haryana under the Affordable Housing Policy scheme.

Due to extremely limited availability, allotment will be done through an electronic lottery system. Demand for affordable housing in Gurugram remains significantly higher than supply.

No New Affordable Projects in Gurugram

Industry experts note that high land acquisition costs in Gurugram have made new affordable housing projects commercially unviable for developers. Several proposed projects have either been delayed or cancelled, with developers shifting focus to luxury housing instead.

Homebuyers who fail to secure allotment in Gurugram are advised to explore affordable housing options in nearby NCR locations such as Noida, Greater Noida and Ghaziabad, which continue to see new residential supply and better price options.

The Department of Town & Country Planning (DTCP), Government of Haryana has officially opened online applications for a new Affordable Housing Project (AHP) titled “The Ridge Residency by RajGriham” in Sector-25, Sohna (Gurugram). The project is developed by Riseonic Realty Buildcon Private Limited and offers a total of 923 affordable 2 BHK and 3 BHK flats.

Online applications are being accepted through the TCP Haryana portal (tcpharyana.gov.in) from 28 December 2025.
