Inspection of Unclaimed Vehicles

Prospective bidders have been advised to inspect the vehicles before submitting their bids . The inspection schedule runs from July 28, 2026, to September 1, 2026 .

A bidder visiting the site personally must carry a photo ID card issued by MSTC . If an authorised representative conducts the inspection, the representative must carry the required authorisation on the bidder's letterhead, along with the applicable identity documents.

MSTC has made it clear that bidders must independently verify the nature, quality, quantity, physical condition, technical specifications, taxes, duties and legal status of the material before bidding.

Any discrepancy identified during inspection should be brought to the notice of the seller or MSTC at least three days before the auction start date .

Once a bid is submitted, the bidder is presumed to have inspected and accepted the material. Complaints regarding the condition or other characteristics of the vehicles will not be entertained after submission of the bid.

GST and Reverse Charge Mechanism

The auction catalogue specifies 18% GST for the lots. The successful H1 bidder will have to pay the applicable GST directly to the concerned GST authorities under the Reverse Charge Mechanism (RCM) .

An important eligibility condition applies. Since the auction is under GST RCM, only bidders having a valid GST number updated in their MSTC profile will be permitted to participate .

The responsibility for timely payment of GST and compliance with applicable GST provisions rests entirely with the successful bidder.

EMD and Payment Rules

The successful bidder must deposit a post-bid EMD equivalent to 25% of the basic bid value .

The EMD must be deposited within seven days from the date of acceptance of the lot , unless otherwise specified in the catalogue.

The full payment or balance payment is required within 21 days from the date of acceptance of the lot , subject to the specific terms of the auction.

The catalogue specifies a late payment penalty of 1% per week plus applicable GST . Failure to make the required payments within the prescribed period can result in forfeiture of the EMD and deactivation of the bidder's account, according to the applicable MSTC rules.

The EMD will be adjusted against the material value only after receipt of the required balance material value and applicable duties and taxes.

Delivery of Vehicles

Successful bidders must take delivery of the purchased material within 30 days from the date of issue of the Delivery Order , unless otherwise specified.

The Delivery Order will be issued digitally by MSTC after receipt of the balance sale value along with applicable taxes and duties.

The buyer or an authorised representative must report to the seller with the required original photo ID and authorisation documents for taking delivery.

The buyer must also obtain prior permission from the seller before placing a vehicle for taking delivery.

If delivery is delayed beyond the permitted free period, ground rent at 1% per week plus applicable GST may be charged according to the auction conditions.
