HSVP E-Auction Policy Summary (Revised 19 September 2025)

Authority: Haryana Shehri Vikas Pradhikaran (HSVP)
Approval: 128th Pradhikaran Meeting, 10 June 2025
Scope: Residential, Commercial, Institutional, and Independent Commercial sites across Haryana


1. Properties for Auction

  • Residential sites

  • Commercial sites: Booths, Kiosks, DSS, SCOs (Architectural Control)

  • Institutional sites: Hospitals, Schools, Nursing Homes, Clinics

  • Independent Commercial sites: Commercial Complexes, Shopping Malls (Zoning Plan)

Note: All properties are sold on an “as is where is” basis.


2. Eligibility for Participation

  • Any person legally competent under Section 11 of Indian Contract Act.

  • Bidding on behalf of others requires valid authority/power of attorney.

  • Joint bids must specify all participants’ names and individual share percentages.

  • Separate EMD required for each property intended for bidding.


3. Registration & Fees

  • Register on HSVP portal: http://hsvphry.org.in

  • E-Service Charges: ₹1,000 per property group (non-refundable)

  • Earnest Money Deposit (EMD): 5% of reserve price per property (refundable)

  • EMD payment modes: Debit/Credit Card, Net Banking, RTGS/NEFT

Required Documents:

  • Individuals: PAN, Aadhaar, passport-size photo

  • Joint bidders: PAN & Aadhaar of all participants

  • Companies/Firms/HUF: Board Resolution or authorization, Memorandum/Articles of Association, Partnership Deed, HUF declaration


4. Auction Procedure

  • Start Time: 10:00 AM; continues in extended rounds until no new bids.

  • End Time: No new rounds after 6:00 PM; unfinished auctions resume next day at 10:00 AM.

  • Time Extension: Auto 5-minute extension for last-minute bids until no further bids.

  • Minimum Participation:

    • Residential/Commercial/Independent Commercial: 4 bidders

    • Institutional: 2 bidders

Bid Increments:

  • Bidders can bid 1–100 times the minimum increment in a single attempt.


5. Payment Terms for Successful Bidder (H1)

Step 1: Initial Payment

  • Pay 10% of bid amount (including EMD) within:

    • ₹50 L: 1 working day

    • ₹50 L–₹1 Cr: 2 working days

    • ₹1–5 Cr: 3 working days

    • ≥ ₹5 Cr: 4 working days

  • LOI issued after payment and document verification

Step 2: Subsequent Payment

  • Next 15%: within 30 days of LOI dispatch

  • Remaining 75%:

Default Consequences: Payment delay → automatic cancellation + forfeiture of all amounts.


6. Re-Auction of Cancelled Plots (New Clause)

  • Applies to plots cancelled after 19 Sep 2025 due to non-payment after minimum 10% payment.

  • Mandatory re-auction within 60 days of cancellation or policy implementation.

Refund to Original Bidder (A1):

  1. If new bid (A2) > original (A1): Full refund (excluding EMD) + 8% simple interest

  2. If A2 < A1: HSVP may deduct full EMD + 10% of original bid or A1–A2 difference, no interest.


7. Possession & Construction

  • Possession granted after 100% payment or allotment letter issuance for installment plans

  • Delay beyond 30 days: HSVP liable to pay 5.5% interest p.a.

  • Force majeure (court stay/other reasons) → refund within 3 months; no alternate property

  • Construction must comply with Haryana Building Code 2017 and approved plans

  • Extensions per HSVP extension policy no. 43461-62 dated 06.03.2019


8. Resumption & Surrender

  • HSVP may resume property for breach of conditions; 10% of total cost forfeited

  • Surrender refunds:

  • Surrender requests must be online; offline requests not accepted


9. Ownership & Legal Conditions

  • Full ownership via Conveyance Deed only after 100% payment

  • Cannot transfer/mortgage property without written permission (except for securing loans)

  • All taxes, rates, and cess are the allottee’s responsibility

  • Property use must comply with zoning regulations; no subdivision or nuisance activities

  • HSVP retains mineral rights; may inspect property after 24-hour notice


10. Other Important Points

  • HSVP may issue specific policies per property type (residential, commercial, institutional) which must be followed

  • Disputes resolved under Arbitration & Conciliation Act, 1996

  • Layout plans provided in Annexure-I of the brochure

HSVP conducts auctions for various types of plots, including commercial, residential, parking, and more. Individuals interested in participating in these auctions can register through the provided application. After registration, bidders can take part by submitting auctions in EMD (Earnest Money Deposit) and placing bids on the available plots.

Once an auction concludes, the highest bidder (H1 bidder) receives a notification and is required to make the remaining payment for the secured plot. The application also provides access to various reports related to the auctions.

Bidder Registration:

  1. Open the website by entering the URL:https://hsvphry.org.in/Pages/News_updates    in your browser.
  2. Click on the "Bidder Registration" hyperlink.
  3. The Registration Page will open.
  4. Fill in all mandatory details.
  5. Enter your Mobile Number and click "Verify Mobile Number."
  6. An OTP will be sent to the provided mobile number.
  7. Enter the OTP and click "Verify OTP." The button label will change from "Verify Mobile" to "Mobile Verified."
  8. Click "Register" to submit the form.
  9. You can click "Cancel" to cancel the registration.

Bidder Login:

  1. Open the website in your browser.
  2. The Sign-In page will be displayed.
  3. Enter your registered Email ID and Password.
  4. Click "Login" to sign in.
  5. On the login page, you will find "E-Auction Notices" containing information about auction notices.
  6. There is another section showing details about "Current Auction," "Upcoming Auction," and "Past Auction."

Forgot Password:

  1. Click on the "Forgot Password" hyperlink.
  2. The Forgot Password Page will open.
  3. Enter your registered Email ID and click "Send OTP."
  4. An OTP will be sent to the provided Email and Mobile Number.
  5. Enter the OTP and click "Verify OTP."
  6. The Reset Password page will open.
  7. Enter a New Password and Confirm a New Password.
  8. Click "Reset Password" to change your password.

Primary Refund Bank Details:

  1. Upon the first login, the system will take you to the Primary Refund Bank Details page.
  2. Enter all mandatory details and click "Submit."
  3. You can enter your Primary Account Number only once, and it cannot be updated, so enter it carefully.
  4. Only Saving Accounts are allowed as Primary Account Numbers.
  5. The system will then take you to the Dashboard.

Dashboard:

The Dashboard consists of four widgets: "Current Event," "Upcoming Events," "Payment Status," and "Winning Auction."

  1. After successful sign-in, the system will take you to the Dashboard.
  2. The Dashboard also displays your Username and a Dropdown button at the top-right corner, which contains options for changing your password and logging out.

Current Events: This widget displays information about the ongoing auction, and you can participate by clicking on "Bid Here."

Upcoming Events: This widget shows information about upcoming auctions for which registration has started.

Payment Status: This widget shows the status of the EMD payment.

Winning Auction: This widget displays information about the plots you have won.

Change Password:

  • To change your password, enter your Old Password, New Password, and Confirm Password.
  • Click "Submit" to change your password.

EMD Payment:

  1. When the registration time begins for a specific auction, that auction will appear in the "Upcoming Events" block.
  2. To pay EMD, click on "View."
  3. You will be presented with the Terms and Conditions page.
  4. Check the checkbox and click "Accept Terms and Conditions."
  5. The system will guide you through Auction Details and Instructions.
  6. You can add Joint Holders if necessary.
  7. Upload mandatory documents, and other relevant documents if required.
  8. Verify your Refund Account Details.
  9. Make your EMD payment for the desired number of properties.
  10. You can choose to make the payment online or via a challan at your local bank.

Bidding Process:

Participate in an Auction:

  1. Once the auction starts, it will appear in the "Current Event" block.
  2. Click "Bid Here" to participate in the auction.

The actual bidding process involves accepting terms, viewing auction details, selecting plots, and placing your bids with different bid increment options.

Auction Depth: This tab provides information about items sold, to whom, and at what price.

Auction Details: This tab presents details of the auction in a tabular format.

Notification Sent: Here, you can find all notifications related to the ongoing auction.

Bid History: This tab displays details of each bid placed by different bidders.

Auction Report: After the auction, you can access reports, including Day and Transaction reports, H1 Reports, and Post Auction Reports.

Deal Book: This tab provides details of H1 for every plot.

H1 Payment:

  1. After the auction concludes, plots won by the H1 bidder will appear in the "Winning Auction" block on the dashboard.
  2. Click "View."
  3. The system will guide you through the payment process for the remaining amount, similar to the EMD payment.
  4. If the H1 bidder fails to pay the remaining 8% amount, their EMD will be forfeited, and other bidders will receive EMD refunds.
