People planning to buy a house or plot in Gorakhpur may soon get major relief. The Gorakhpur Development Authority (GDA) is set to implement the Model Costing Guidelines–2025, following approval from its board. Once enforced, these guidelines will significantly reduce the prices of houses and plots in new housing schemes launched by the authority. However, rates of existing schemes will remain unchanged.
As per the newly issued government order, the final cost of properties will now be calculated based on the actual construction cost on the date of allotment. In cases where allotment is done on an estimated cost, any difference arising after completion will be adjusted later. Importantly, if the final cost exceeds the estimated value by more than 10 percent, allottees will have the option to surrender the property and receive a refund along with simple interest at the State Bank of India’s MCLR rate. This provision aims to protect buyers from unexpected financial burdens.
The guidelines also introduce clarity regarding land rate escalation. For projects where development work is still pending, land prices will now be revised annually.
One of the most impactful changes relates to additional charges, which previously increased property prices substantially. Earlier, contingency and overhead expenses could raise project costs by up to 30 percent, making housing unaffordable for many. Under the new policy, these charges have been capped at 16 percent, leading to considerable price reductions.
The Economically Weaker Section (EWS) and Low Income Group (LIG) categories are expected to benefit the most. Additional charges for EWS homes have been reduced from up to 27 percent to 14 percent, while LIG homes will now attract a maximum of 15 percent additional charges.
Further relief has been provided through a reduction in penal interest for delayed installment payments, which has been lowered from 3 percent to 2 percent. The interest rate applicable on installments has also been reduced.
Special incentives have been announced for armed forces personnel. Those making full payment within 60 days will receive a 20 percent discount, while payments made within 61–90 days and 91–120 days will attract discounts of 15 percent and 10 percent, respectively.
In addition, unsold properties from auctions will now be re-offered at the reserve price. The authority has also been empowered to reduce prices of less popular properties by up to 25 percent. Premium charges for park-facing, corner, and wide-road plots have been revised downward as well.

Gorakhpur: There is good news for people planning to buy a residential plot in Purvanchal, especially in a growing city like Gorakhpur. The Gorakhpur Development Authority (GDA) has opened the registration for 430 residential plots under the Raptinagar Extension Scheme and Sports City Project, being developed in the Manbela area.
Along with residential plots, 61 commercial and institutional plots meant for schools, hospitals, market streets, hotels and other commercial uses are also up for sale. Registration for both residential and commercial plots has been opened from the 2nd of this month.
According to GDA, the allotment of residential plots will be done through a lottery system, while the commercial and other-use plots will be allotted through e-auction. The total number of residential plots is 430, and the number of commercial and other-use plots is 61.
Most of the available plots fall under the HIG category. The detailed breakup is as follows:
EWS (up to 35 sq. meters): 90 plots
LIG (36 to 50 sq. meters): 13 plots
MIG First Category (51 to 75 sq. meters): 1 plot
MIG Third Category (100 to 150 sq. meters): 5 plots
HIG (151 to 200 sq. meters): 127 plots
HIG (200 to 250 sq. meters): 95 plots
HIG (251 to 300 sq. meters): 47 plots

An important update from the Gorakhpur Development Authority (GDA).
The GDA recently launched a new affordable housing scheme called Palm Paradise, located near the Deoria Bypass. The scheme offers a total of 120 flats, categorized under EWS (Economically Weaker Section) and LIG (Lower Income Group) types.
Initially, the GDA expected fewer applications due to the limited number of flats. However, the response has been overwhelming:
EWS flats: Over 6,000 applications
LIG flats: Around 300 applications
Total applications received: Over 9,300
Due to the unexpectedly high number of applications, GDA has decided to switch from an offline lottery to an online lottery system. The online method will ensure transparency and efficiency in allotting flats.
Currently, the GDA is screening applications. Applications with incorrect or missing income certificates or reservation documents are being canceled. Applicants who did not attach their income certificates initially are being given a chance to submit them if selected in the lottery. Notifications are also being sent via mobile to keep applicants informed.
The online lottery will now determine the allotment of flats for the Palm Paradise scheme. Interested participants should stay updated to ensure they complete all formalities.
