The City and Industrial Development Corporation (CIDCO), established in 1970, is the nodal agency behind the planned development of Navi Mumbai. As one of India’s wealthiest government bodies, CIDCO owns vast parcels of land and plots across the region. To promote affordable housing, CIDCO conducts transparent, computerised lotteries to allocate homes to eligible applicants.

CIDCO Lottery 2025: 22,000 Houses Up for Grabs in Navi Mumbai

CIDCO is all set to launch a new housing lottery scheme offering around 22,000 residential units across various nodes in Navi Mumbai. Of these, over 16,000 homes are being carried forward from an earlier lottery of 26,000 houses.

The properties will be available in key locations such as Vashi, Juinagar, Kharghar, Taloja, and Dronagiri. While the official dates and registration details are yet to be announced, the lottery will be rolled out once the CIDCO Board of Directors grants approval.

Earlier media reports suggested the launch might happen by the end of June, but no formal announcement has been made yet.

CIDCO Lottery 2025: List of Documents Required

If you’re planning to apply for the CIDCO Lottery 2025, make sure to keep the following documents ready during the registration process:

The CIDCO Lottery 2025 application process is entirely online. To apply successfully, follow these simple steps:

  1. Login Using Your Mobile Number

    • Visit the official CIDCO lottery portal and enter your mobile number to log in.

  2. Verify Aadhaar and PAN Details

    • Complete the verification process by submitting your Aadhaar and PAN card details.

    • Make an online payment of ₹236 as the registration fee, and click on Submit.

  4. Pay the Earnest Money Deposit (EMD)

What is the Application Fee for CIDCO Lottery 2025?

The CIDCO Lottery 2025 falls under the Mass Housing Scheme, aimed at addressing Navi Mumbai’s growing demand for affordable homes. Under this initiative, CIDCO plans to deliver housing units in phases out of a total of 67,000 planned homes.

As of now, 43,000 units under this scheme have already been approved by MahaRERA, ensuring legal transparency and construction accountability.

CIDCO Lottery 2025: What Happens After You Apply?

Once the lottery registration closes, CIDCO follows a structured process:

  1. Draft List Published

    • CIDCO releases a preliminary list of applicants.

    • If you're missing from the list or notice errors, you can raise an objection within 7 days of publication.

  2. Objection Resolution

    • All objections are addressed within 7 days of submission.

  3. Final List Released

    • CIDCO will publish the final list of eligible applicants within 5 days after resolving objections.

  4. Computerised Lucky Draw Held

    • A lottery draw is conducted to select successful applicants.

  5. Post-Draw Process

    • Winners' names are displayed on the CIDCO website.

    • A Letter of Intent (LOI) is issued to each selected winner.

    How to get a domicile certificate:

    • Through a Lawyer: Visit with your birth certificate or Maharashtra school LC; processing fee ~₹3,000; gets issued within 2–3 days.

Flat Size Controversy: Buyers Raise Concerns

Several winners of the ‘My Preferred CIDCO Home’ lottery have raised complaints, claiming that the actual flat sizes mentioned in the Letter of Intent (LoI) are smaller than what was advertised.

  • Example: A home initially listed as 321.91 sq. ft. was shown as 291.91 sq. ft. in the LoI — a difference of about 30 sq. ft.

  • Buyers argue they were willing to pay a higher price based on the promised area shown in the brochure.

CIDCO’s Response:
Officials clarified that the discrepancy arises due to MahaRERA's definition of carpet area.

  • The RERA carpet area excludes balconies, service shafts, external walls, and terraces, which leads to a smaller figure in the official LoI.

  • As per MahaRERA norms, only net usable floor area within internal walls can be listed, hence the reduced square footage.

  • Applicants were given an 8-day deadline to confirm interest.

  • However, media reports indicate that most applicants declined, expressing dissatisfaction with the options.

  • This response led to increased footfall at the CIDCO Nivara Kendra, as people rushed to file their rejections or seek clarifications.


CIDCO Lottery 2025: Upcoming Draw on Gudi Padwa

A new CIDCO Lottery 2025 is expected around Gudi Padwa to reallocate unsold flats from the earlier scheme.

  • Out of the 26,000 homes originally offered, only 21,399 applicants paid the deposit.

  • Of these, 19,518 were allotted units based on their preferences.

  • This leaves approximately 6,482 units still unsold.

CIDCO plans to include these units in a fresh draw, with the results to be announced during Gudi Padwa, giving another chance to homebuyers.

Rules for CIDCO Property Owners

Owning a CIDCO flat comes with specific responsibilities to ensure legal compliance and maintain the integrity of the housing scheme. Here are some important rules every CIDCO property owner must follow:

  1. Maintenance Charges

    • Residents must pay the maintenance charges set by the respective CIDCO housing society on time.

  2. No Structural Modifications Without Approval

    • Any structural changes or alterations to the flat must receive prior approval from CIDCO.

  3. Encroachments Are Strictly Prohibited

    • Illegal extensions or encroachments in and around the flat are not permitted under CIDCO regulations.

  4. Rental Notification Required

    • If you intend to rent out your CIDCO flat, you must notify the housing society in advance.

  5. No Resale for 5 Years

    • CIDCO flats cannot be sold or transferred within five years of allotment.

Can You Sell a CIDCO Flat?

Currently, CIDCO flats cannot be sold within five years of allotment.

However, the state government is planning an amnesty scheme to legalise earlier property transfers:

  • Buyers who received a CIDCO flat through Power of Attorney (PoA) before the 5-year restriction period may be able to legalise their ownership under this scheme.

  • Once the scheme is implemented, such transactions can be regularised officially, removing legal uncertainties.

How to Find Your CIDCO Consumer Number or UID?

To retrieve your consumer number or UID, follow these simple steps:

  1. Visit the CIDCO service bill payment page:
    https://cidco.maharashtra.gov.in/citizenbillpayment/servicebill#gsc.tab=0

  2. Enter the following details:

    • Node

    • Sector Number

    • Property UID or Property Name

  3. Click on ‘Submit’. Your consumer number/UID number will be displayed.

Note: The e-payment facility for service and water charge bills is currently free of charge for all CIDCO consumers. However, CIDCO reserves the right to introduce service fees in the future.


How to Use the CIDCO Citizen Portal for Estate Services

The Estate Services section—also referred to as the Town Services Department—manages all lease-related activities for CIDCO plots and CIDCO-constructed properties. It handles post-agreement procedures for the entire lease duration.

This service becomes especially important after winning a CIDCO lottery.

Steps to Access and Use Estate CFC Services

  1. Go to the CIDCO Citizen/Business Services portal

    • On the homepage, click ‘Citizen/Business Services’

    • From the drop-down menu, select ‘Estate CFC’

  2. This will redirect you to the Estate CFC Portal:

  3. Click on ‘Submit Online CFC Application’

  5. Select the required service and click ‘Apply for Service’
