The City and Industrial Development Corporation (CIDCO), established in 1970, is the nodal agency behind the planned development of Navi Mumbai. As one of India’s wealthiest government bodies, CIDCO owns vast parcels of land and plots across the region. To promote affordable housing, CIDCO conducts transparent, computerised lotteries to allocate homes to eligible applicants.
A CIDCO-approved property is one that has received official approval from CIDCO’s town planning authority. These properties are:
Part of sanctioned urban development projects
Built in compliance with structural, legal, and environmental norms
Equipped with clear land titles
Considered legally safe and reliable for long-term investment
CIDCO is all set to launch a new housing lottery scheme offering around 22,000 residential units across various nodes in Navi Mumbai. Of these, over 16,000 homes are being carried forward from an earlier lottery of 26,000 houses.
The properties will be available in key locations such as Vashi, Juinagar, Kharghar, Taloja, and Dronagiri. While the official dates and registration details are yet to be announced, the lottery will be rolled out once the CIDCO Board of Directors grants approval.
Earlier media reports suggested the launch might happen by the end of June, but no formal announcement has been made yet.

Verify Aadhaar and PAN Details
Complete the verification process by submitting your Aadhaar and PAN card details.

Pay the Registration Fee
Make an online payment of ₹236 as the registration fee, and click on Submit.
Pay the Earnest Money Deposit (EMD)

The CIDCO Lottery 2025 falls under the Mass Housing Scheme, aimed at addressing Navi Mumbai’s growing demand for affordable homes. Under this initiative, CIDCO plans to deliver housing units in phases out of a total of 67,000 planned homes.

If you are a new user, click on the ‘Register For Lottery’ tab.

You will be redirected to the Applicant Registration Form, where you have to enter the basic details along with your mobile number, which will be used for all future communication.
Step 4
On the next screen, furnish your PAN card, Aadhaar Card and bank details, for refunds. You will also need to upload a Cancelled Cheque, as well as passport-size photo of the applicant.
Step 5
Once you confirm the registration, you will be redirected to a screen, where you will be able to see whether your uploaded documents are approved by CIDCO. This might take up to 24 hours.
Step 6
Once your documents are approved, the ‘Apply’ button will be enabled. Select the scheme that you want to apply for and note the code number for the same. You can select the scheme from the drop-down menu.
Step 7
The applicant can apply for the scheme under the Pradhan Mantri Awas Yojana.
Step 8
Select applicant type. You can apply for the scheme individually, as well as jointly. If you are applying jointly, furnish the basic details and PAN card information, which will have to be approved by the CIDCO officers.
Step 9
Select the allotment preference, if you have any. Read the terms and conditions and whether you would be interested in other schemes, which have vacant apartments.
Step 10
Confirm the application and lottery details. You can use NEFT/RTGS, credit card, or net banking, for making the payment. Print the acknowledgment slip, sign at the applicable places with the applicant’s photograph. Upload this slip and proceed to the payment.

How to get a domicile certificate:
Online via Aaple Sarkar (free or minimal fee, takes time – apply early).
Through a Lawyer: Visit with your birth certificate or Maharashtra school LC; processing fee ~₹3,000; gets issued within 2–3 days.
Incorrect Income Category
Any mismatch between your declared and actual income category can lead to immediate disqualification.

Several winners of the ‘My Preferred CIDCO Home’ lottery have raised complaints, claiming that the actual flat sizes mentioned in the Letter of Intent (LoI) are smaller than what was advertised.
Example: A home initially listed as 321.91 sq. ft. was shown as 291.91 sq. ft. in the LoI — a difference of about 30 sq. ft.
Buyers argue they were willing to pay a higher price based on the promised area shown in the brochure.
CIDCO’s Response:
Officials clarified that the discrepancy arises due to MahaRERA's definition of carpet area.
The RERA carpet area excludes balconies, service shafts, external walls, and terraces, which leads to a smaller figure in the official LoI.
As per MahaRERA norms, only net usable floor area within internal walls can be listed, hence the reduced square footage.

Applicants were given an 8-day deadline to confirm interest.
However, media reports indicate that most applicants declined, expressing dissatisfaction with the options.
This response led to increased footfall at the CIDCO Nivara Kendra, as people rushed to file their rejections or seek clarifications.
A new CIDCO Lottery 2025 is expected around Gudi Padwa to reallocate unsold flats from the earlier scheme.
Out of the 26,000 homes originally offered, only 21,399 applicants paid the deposit.
Of these, 19,518 were allotted units based on their preferences.
This leaves approximately 6,482 units still unsold.
CIDCO plans to include these units in a fresh draw, with the results to be announced during Gudi Padwa, giving another chance to homebuyers.
