In Bihar, the Transport Department has introduced a Standard Operating Procedure (SOP) for the scrapping of both old government and private vehicles. As per the recent notification, government vehicles aged over 15 years will be identified and taken out of circulation through a marking and scrapping process. The entire procedure will involve an e-auction system for the disposal of these vehicles.

To extend the initiative to private vehicles that have outlived their usefulness, vehicle owners must digitally apply on the designated vehicle portal for scrapping. The Transport Department has communicated with NIC officials, instructing them to update the software by the SOP.
The e-auction of these automobiles may be performed solely through the MSTC portal. The state government is anticipated to establish a Memorandum of information (MoU) with MSTC for the scrapping of 15-year-vintage authority vehicles, facilitating their subsequent e-public sale at the MSTC portal. Administrative departments will play a role in determining the minimum reserve price for scrapable vehicles within their jurisdiction.
In addition, vehicle scrapping facility centers will access details about these vehicles through the portal, and purchasing a new vehicle similar to the one being scrapped will be accompanied by an exemption in motor vehicle tax.
For private vehicles, the application process for scrapping involves digital submission, and the vehicles will undergo an examination before being scrapped. Vehicles without a renewed registration certificate or fitness certificate will be subject to scrapping upon digital application by the registered vehicle owner. The submission of relevant vehicle documents is mandatory, accompanied by an affidavit confirming the absence of any outstanding or criminal actions against the vehicle owner. Before proceeding with the scrapping process, verification will also be conducted through the National Crime Records Bureau (NCRB) database.
