UP Housing Board Launches EWS Housing Scheme in Lucknow; Flats Priced at ₹3.5 Lakh After Subsidy

The Uttar Pradesh Housing and Development Council (UPAVP) has launched a new housing scheme for the Economically Weaker Section (EWS) under the Pradhan Mantri Awas Yojana–Urban (PMAY-U). The scheme was introduced on January 26, 2026, and offers affordable 1 BHK flats in Avadh Vihar, Lucknow.

The housing scheme aims to provide ownership housing to eligible low-income families at subsidised rates.

Location and Project Details

The flats are located in Avadh Vihar residential area of Lucknow, across the following sectors:

  • Sector 3

  • Sector 7A

  • Sector 10B

All units fall under the EWS category and are part of a Ground + 3 floor residential structure.

A total of 40 EWS flats have been offered under the scheme.

  • Total cost of flat: ₹5 lakh

  • Central and State Government subsidy: ₹1.5 lakh

  • Final payable amount by beneficiary: ₹3.5 lakh

Eligibility Criteria

To apply for the scheme, applicants must meet the following conditions:

  • Must be an Indian citizen

  • Must be a domicile of Uttar Pradesh

  • Annual family income should be below ₹3 lakh

  • Applicant or any family member must not own a pucca house anywhere in India

  • Minimum age: 18 years

  • Application must be submitted in the name of the female head of the family

  • For senior citizen category, minimum age requirement is 60 years

Applicants from any district of Uttar Pradesh are eligible; residence in Lucknow is not mandatory.

Application Process and Fees

Applications can be submitted online only through the official UPAVP website.

  • Application fee: ₹100 + 18% GST (non-refundable)

  • Registration amount: ₹5,000 (refundable if the applicant is not allotted a flat)

Required Documents

Applicants are required to upload:

  • Aadhaar card (applicant and spouse)

  • Income certificate

  • Category certificate (if applicable)

  • Bank account details

  • Photograph and signature

  • Notarised affidavit on ₹100 stamp paper

  • Parents’ Aadhaar card (if unmarried)

Allotment Process

Flats will be allotted through a computerised lottery draw. Applicants who are not selected will receive a refund of the registration amount. The lottery draw date will be announced later on the official website.

Payment Options

After allotment:

  • ₹35,000 must be paid within one month of the allotment letter

  • Remaining amount: ₹3.10 lakh

Applicants can choose:

  • Full payment within 60 days, with a 5% discount, or

  • EMI option for up to 15 years, with a monthly instalment of approximately ₹3,237

Dream of Home Ownership Turning into Reality for Needy Families in Uttar Pradesh

Lucknow: The Uttar Pradesh Housing Development Council is giving fresh momentum to the dream of home ownership for thousands of poor and needy families across the state. Under the Pradhan Mantri Awas Yojana (PMAY), affordable, safe and dignified housing is being provided in several districts, including Lucknow, helping families move from makeshift shelters to permanent homes.

Over the past months, the pace of construction and allotment of residential units for low-income households has gained significant traction. Families with an annual income of less than ₹3 lakh are being prioritised under affordable housing schemes. Multi-storey apartment blocks have been developed and handed over to eligible beneficiaries, many of whom previously lived in slums, rented rooms or temporary dwellings.

Officials said that basic civic amenities such as drinking water, electricity, internal roads and sanitation facilities have been ensured in these housing complexes. The initiative aims not only to provide houses but also to enhance the overall quality of life of economically weaker sections.

So far, 72 poor families have been allotted flats under the scheme in the latest phase. The implementation is being carried out in coordination with the Lucknow Development Authority, Housing Development Council, Municipal Corporation and PWD.

Authorities added that houses are being offered at subsidised rates with easy instalment facilities, reducing the financial burden on beneficiaries. The transition from kutcha houses to pucca homes is helping improve social security, health conditions and a sense of dignity among residents.

With the expanding rollout of PMAY projects in urban and semi-urban pockets, the long-cherished aspiration of owning a permanent home is gradually becoming a reality for thousands of families in Uttar Pradesh.
