The Uttar Pradesh Housing & Development Council (UP Awas Vikas Parishad – UPAVP) is preparing to launch its long-awaited Sumit Vihar Plot Scheme, and early indications suggest that land rates may be significantly lower than the recently launched LDA Anant Nagar Plot Scheme.

According to sources, plot prices in Sumit Vihar could be around ₹2,700 per square foot, compared to nearly ₹3,900 per square foot in LDA’s Anant Nagar scheme.

The main reason behind the lower expected prices is the Land Pooling Policy adopted by UPAVP.

Registration for UP Housing Schemes Likely from December 25; Major Projects Planned Across Uttar Pradesh

Lucknow: The Uttar Pradesh Housing and Development Council (UPAVP) is expected to open registrations for its much-awaited Swamit Vihar Housing Scheme on December 25, coinciding with Good Governance Day. Although the launch has been postponed several times earlier, fresh reports now suggest that the registration process may finally begin on this date.

In addition, the Lucknow Development Authority (LDA) is preparing to launch the first phase of three major housing schemes during the Navratri period in March 2026. These include:

  • Swamit Vihar Residential Scheme

  • Namees Vihar Residential Scheme

  • IT City Scheme on Sultanpur Road

The layout plans for these three projects are scheduled for approval in the LDA Board meeting being held on Friday under the chairmanship of Divisional Commissioner Vijay Vishwas Pant.

Land Acquisition Progress

For the Varun Vihar project, around 550 acres of land, and for Namees Nagar, 260 acres, have already been acquired through mutual agreement and committee-based negotiations with farmers. So far, ₹400 crore has been paid as compensation to farmers. The IT City project is being developed through a land pooling model.

Massive Statewide Housing Expansion

Nearly two years ago, UPAVP announced 16 major housing schemes spread over approximately 1,345 acres across the state. Land acquisition is currently underway for most of these projects. The Swamit Vihar project in Lucknow has been under development for the past four years.

A Board of Directors meeting of UPAVP is scheduled for December 10, in which new housing schemes for Chitrakoot and several smaller districts may receive approval.

Land Pooling: A New Model for Inclusive Urban Growth

Instead of conventional land acquisition, UPAVP has adopted the land pooling model — ensuring fair value for landowners.
Farmers from 11 villages, including Chand Sarai, Kasimpur Biruha, Habuapur, Moazzam Nagar, and others, contributed land and received developed plots equivalent to one-fourth of their holdings, resulting in a 4–5× increase in value.

Traditional acquisition: ₹34–40 lakh per bigha
Land pooling return: ₹1.5–1.75 crore per bigha

This model ensures faster execution, lower disputes, and equitable compensation, setting a precedent for future UPAVP projects.

Housing Board Secretary Neeraj Shukla said preparations are nearly complete, and every effort is being made to launch the project on schedule. Deputy Housing Commissioner Chandan Patel added that 1,247 plots between 112–300 sq. m. have already been allotted to participating farmers, with public allotment to follow next.
