The Uttar Pradesh Housing and Development Board (Awas Vikas Parishad) is set to launch its landmark Saumitra Vihar Housing Scheme near New Jail Road, Lucknow, on November 1, 2025.
This is the Board’s first-ever project under the land pooling model, introducing a modern, farmer-friendly development approach in Uttar Pradesh.

 Launch & Registration Timeline

According to officials, plot registrations are expected to open in the first week of November, with the official launch scheduled for November 1, 2025. The scheme will be developed over 200 acres, featuring eight well-planned residential sectors equipped with modern urban amenities.

Land Pooling: A New Model for Inclusive Urban Growth

Instead of conventional land acquisition, UPAVP has adopted the land pooling model — ensuring fair value for landowners.
Farmers from 11 villages, including Chand Sarai, Kasimpur Biruha, Habuapur, Moazzam Nagar, and others, contributed land and received developed plots equivalent to one-fourth of their holdings, resulting in a 4–5× increase in value.

Traditional acquisition: ₹34–40 lakh per bigha
Land pooling return: ₹1.5–1.75 crore per bigha

This model ensures faster execution, lower disputes, and equitable compensation, setting a precedent for future UPAVP projects.

  • Estimated Price Range: ₹2,200 – ₹2,700 per sq. ft.

Each sector will feature a mix of residential, commercial, and educational plots, along with landscaped parks, lakes, and community centers.

 Official Statement

Housing Board Secretary Neeraj Shukla said preparations are nearly complete, and every effort is being made to launch the project on schedule. Deputy Housing Commissioner Chandan Patel added that 1,247 plots between 112–300 sq. m. have already been allotted to participating farmers, with public allotment to follow next.
