The Uttar Pradesh Housing and Development Board (Awas Vikas Parishad) is preparing to roll out its ambitious Saumitra Vihar Housing Scheme near New Jail Road, Lucknow, in November 2025. The project will offer around 2,000 residential plots in its first phase, marking the Board’s first-ever initiative under the land pooling model.
According to officials, plot registrations are expected to open in the first week of November, with the official launch scheduled for November 1, 2025. The scheme will be developed over 200 acres, featuring eight well-planned residential sectors equipped with modern urban amenities.
Unlike traditional land acquisition, the land pooling approach has provided farmers with significantly higher value. Landowners from 11 villages, including Chand Sarai, Kasimpur Biruha, Habuapur, Moazzam Nagar, Sathwara, Siddhpura, Bhatwara, Paharnagar Tikaria, Kabirpur, Maghua, and Beli, have contributed land for the project.
Under this system, they received developed plots equivalent to one-fourth of their total land, translating to a four- to five-fold increase in value. For instance, where traditional acquisition offered around ₹34–40 lakh per bigha, the land pooling model provides developed plots worth ₹1.5–1.75 crore per bigha.
The plots, ranging from 30 sq. m. to 300 sq. m., will be allotted via a lottery system. Prices are expected to range between ₹2,200 and ₹2,700 per sq. ft., depending on location and plot size.
Each sector will feature a mix of residential, commercial, and educational plots, along with landscaped parks, lakes, and community spaces to ensure a balanced urban environment.
The 200-acre township will be divided into eight sectors, each given distinctive names—Sankalp, Sanket, Samved, Sanchit, Sambhav, Sabodh, Sambit, and Sadeep. The design includes wide roads, stormwater drains, a convention center, and public recreation areas, aiming to make Saumitra Vihar one of Lucknow’s most modern housing developments.
Housing Board Secretary Neeraj Shukla said preparations are nearly complete, and every effort is being made to launch the project on schedule. Deputy Housing Commissioner Chandan Patel added that 1,247 plots between 112–300 sq. m. have already been allotted to participating farmers, with public allotment to follow next.
