Short-Term Public Auction Notice (Press Release)
It is hereby informed to the general public that the following vehicles, seized under various Police Station/Excise Station cases in Samastipur district, have been confiscated under the provisions of the Bihar Prohibition & Excise Act, 2016 and its Amendment, 2018.
The first public and scrap auction of these vehicles will be conducted on 28th August 2025 at 11:00 AM at the Office of Prohibition & Excise, Samastipur. If necessary, the auction will continue on the next working day. Subsequent auctions (2nd, 3rd, general & scrap) will be held on Saturdays, with applications and earnest deposit accepted until 1:00 PM, and the auction beginning at 3:00 PM.
Participants must deposit the security amount (50% of reserve price) in the form of a bank draft by 25th August 2025 (during office hours) in favour of Excise Superintendent, Samastipur. The bank draft must be issued from the applicant’s own account.
Vehicle owners shall be deemed to have received this auction notice through this publication. They may submit their objections or representations to the Excise Superintendent, Samastipur, by 25th August 2025 (afternoon). Failure to do so will be considered as having no objection, after which the vehicle will be auctioned.
Vehicles will be auctioned strictly “as is, where is”.
In addition to the bid amount, 3% service charge is payable to BSBCL by the successful bidder.
Original vehicle owners may also participate in the auction.
If a case is pending in court for any vehicle, proof must be submitted before the auction date; such vehicles will be excluded from auction.
Successful bidders must transfer the vehicle in their own name at their own cost and risk. The auctioning authority will not be responsible for registration.
Participation through Power of Attorney is allowed only in exceptional cases.
Bidders must inspect the vehicle physically at the concerned police station before bidding. No later claims will be entertained.
Scrap vehicles must be cut and removed by the successful bidder at their own expense in the presence of the Station In-charge/Excise Officer.
Scrap auction is only open to GST-registered bidders, and GST returns must be attached with the application.
The full auction amount must be deposited within 3 days, failing which the earnest deposit will be forfeited and the vehicle re-auctioned.
If the highest bidder fails to pay, the earnest money will be forfeited, and the second-highest bidder may be given an opportunity.
Vehicles must be removed physically from the police station within 15 days of release order, otherwise the auction committee may reconsider.
Release order in favour of the successful bidder will be issued only after 90 days (appeal period) from the date of confiscation order.
Vehicles already disposed of, released, or with legal discrepancies may be excluded from auction.
If a confiscated scrap vehicle is released by the owner, it will be excluded from scrap auction.
