MUNGER : In a major administrative move, the Munger District Administration has issued a short-term public notice for the auction of 94 confiscated vehicles seized under the Bihar Prohibition and Excise Act, 2016 (amended in 2018, 2022, and 2023). Authorized by the Collector-cum-District Magistrate, Munger, this public auction aims to prevent national waste caused by the rust, wear, and deterioration of vehicles stored across various police stations and excise godowns in the district.
The auction will take place on July 10, 2026 , July 17, 2026 , and July 24, 2026 , starting at 11:00 AM on working days. Bidding will be held either in the Collectorate Conference Hall or within the premises of the Office of the Assistant Commissioner of Excise, Munger.
According to Section 58 of the Bihar Prohibition and Excise Act, these vehicles have been held for more than 30 days. Despite notices and advertisements, the owners or claimants have failed to step forward to release them on penalty.
The administration has clarified that this public notice serves as a final opportunity for the original owners. If any owner wishes to free their vehicle by paying the designated penalty, they must file an appeal against the confiscation order in the Appellate Court (specifically, the Court of the Hon’ble Excise Commissioner). Bidders and original owners must submit proof of this appeal to the Office of the Assistant Commissioner of Excise, Munger, by July 7, 2026 .

To participate in the public auction of seized vehicles, interested individuals must fulfill the following criteria:
Application Submission: Submit the completed application form along with a self-attested passport-size photograph, identity proof, a self-attested copy of the PAN Card, and a self-attested copy of the Aadhar Card to the Office of the Assistant Commissioner of Excise, Munger, on or before July 7, 2026 .
Earnest Money Deposit (EMD): Along with the application, participants must deposit 10% of the minimum reserve price of the target vehicle as security. This must be in the form of a Bank Draft from any nationalized bank, issued in favor of the Superintendent of Excise, Munger , payable at the Munger branch, or deposited in cash.
Mandatory PAN Card: All bidders must possess a valid PAN Card. Successful bidders will be solely responsible for income tax or any other applicable government taxes associated with the bid value.
The department has also provided a final opportunity for the original owners of the confiscated vehicles. Those wishing to reclaim their vehicles may file an appeal before the Commissioner of Excise's Appellate Court and inform the Assistant Commissioner (Prohibition) by July 7 .
Once the deadline passes, all eligible confiscated vehicles will be auctioned as scheduled.
