The Mumbai Port Authority (MbPA) has issued an Expression of Interest (EOI No. E-03/2025) inviting proposals for the allotment of plots on lease rental basis across prime locations in Mumbai.

Background

Mumbai Port Authority, one of India’s oldest ports, is leveraging its land assets at Wadala, Sewri, Reay Road, Colaba, Mazgaon, Alibag and other locations for commercial, logistics, warehousing, institutional, hospitality, and industrial development.

The authority plans to bring these plots to market through a future tender-cum-e-auction process, based on the highest premium quoted by applicants.

Key Features of the EOI

• Lease Period: Up to 30 years (10 years in some cases like Grain Depot plots).

• Payment Model: Annual lease rent with 2% yearly escalation, or upfront lease rent for the entire period.

• Security Deposit: Equivalent to 2 years’ annual lease rent.

• Service Charge: ₹24/sq.m./year (subject to revision).

• Taxes: Property tax, GST, and other statutory dues to be borne by lessee.

• Allotment Mode: Future e-tender cum e-auction followed by a lease agreement.

Ease of Doing Business

• MbPA as Special Planning Authority (SPA): Quick disposal of development approvals.

• NOCs for utilities (water, power, sewerage) to be facilitated.

• Mortgage rights for leasehold interest available.

• Dedicated Asset Monetization Cell for support and handholding.

List of Available Plots (Sample)

The EOI includes 28+ plots/buildings across Mumbai, such as:

• Wadala (HPCL/FCI/Castrol/Godrej plots) – Ranging from 5,700 sqm to 1,20,651 sqm.

• Sewri (Timber Pond, Warehouses, HUL plot) – Some with waterfront access.

• Mazgaon/Princess Dock – Large plots including 2,14,693 sqm near Domestic Cruise Terminal.

• Colaba/Sassoon Dock – Several godowns and fishing industry sheds.

• Alibag (Thal Knob plot) – 19,384 sqm in Green Zone with CRZ-III classification.

• Sports Centre near CGO Complex – 26,958 sqm earmarked for sports activities.

Lease rents range from a few crores to hundreds of crores annually, depending on size and location.
Important Note

This EOI is not a tender but a market consultation step. Responses will help MbPA finalize procedures and issue the formal RFP/e-auction for allotment.
