Prakasam District Medical and Health Department has announced an e-auction for 20 condemned Mobile Medical Unit vehicles located at government hospitals and health centres across the district. Vehicle Auction Rules

Interested buyers must register themselves as buyers on the Konugolu portal before participating in the e-auction. The auction will be governed by the portal's General Terms and Conditions, Buyer Specific Terms and Conditions and the Special Terms and Conditions issued by DM&HO, Prakasam.

Only GST-registered bidders are eligible to participate. Bidders must submit their GST registration certificate before the acceptance or sale letter is issued. A bid from a bidder without GST registration will be rejected.

The bid increment is Rs 500 per lot during the normal and extended auction period. The pre-bid EMD must be paid online through the APTS e-Payment Gateway. For successful bidders, the EMD will be adjusted against the sale value, while the EMD of unsuccessful bidders will be returned within seven days without interest.

GST, TCS and Other Charges

The auction document states that the applicable GST and cess are payable by the successful bidder or buyer under the Reverse Charge Mechanism . Buyers are required to pay 18% on the bid value directly to the Commercial Tax Department and provide the GST payment challan while taking delivery.

Successful bidders must also pay TCS at 1% on the sale value , including GST, for scrap items purchased for trading. In addition, the Konugolu portal service charge is 0.59% on the bid value including GST .

Vehicles to Be Sold as Scrap

Since the vehicles are being sold as scrap, the department will not issue Registration Certificates or related vehicle transfer documents to successful bidders.

Payment Deadline for Successful Bidders

After approval of the auction committee, the H1 bidder will receive the acceptance or sale letter. The successful bidder must pay the balance sale value, including 1% TCS, within 14 calendar days from the date of issue of the acceptance or sale letter through RTGS or NEFT.

A grace period of two weeks may be provided if the payment is delayed, subject to a 1% penalty per week on the balance sale value . If the bidder fails to make payment even after the grace period, the EMD will be forfeited and the H1 bidder will lose the claim over the lot.

Vehicle Lifting and Delivery Rules

After full payment of the sale value and applicable taxes, a Delivery Order will be issued. The successful bidder must lift the auctioned material within 15 calendar days from the date of issue of the Delivery Order.

For delayed lifting, ground charges of 1% per week on the sale value may be imposed for up to two weeks. Further action, including additional charges or forfeiture of the amount paid, may apply in cases of longer delays.

At the time of delivery, the buyer must provide an attested photo ID along with the Delivery Order. If an authorised representative collects the material, an authorisation letter on the buyer's letterhead and the representative's self-certified or notarised photo ID are required.

Important Conditions for Buyers

Prospective bidders should inspect the vehicles before bidding and assess their quantity, quality, measurement and condition . AP ACB to Auction 9 Condemned Government Vehicles Through E-Auction

Vijayawada: The Andhra Pradesh Anti-Corruption Bureau (ACB) has initiated the process for the e-auction of nine condemned government vehicles , including five four-wheelers and four two-wheelers , through the state’s official e-auction platform Konugolu AP .

According to official communication issued by the Director General, Anti-Corruption Bureau, Andhra Pradesh , the auction details have been forwarded to M/s Vupadhi AP e-Procurement & e-Auction Techno Services, Kunchanapalli , for uploading on the official portal “konugolu.ap.gov.in” .

The auction includes old government-used vehicles such as Tata Indigo , Tata Sumo , Tata Indica , and Hero Honda CD-100 motorcycles that were prematurely condemned under government norms.

Officials stated that the disposal process is being conducted in accordance with government orders, including G.O.Rt.No.2374 General Administration (SC.F) Department dated December 8, 2023 , and G.O.Ms.No.16 of ITE&C (e-Procurement) Department dated September 27, 2018 .
