Kolkata: The Kolkata Police Directorate has invited bids for the e-auction of 571 unclaimed vehicles lying at different locations under the jurisdiction of Kolkata Police. The auction will be conducted online through the e-Auction portal at eauction.gov.in , with the vehicles being offered on an “AS IS WHERE IS”, “No Complaint” and “Caveat Emptor” basis.
The Notice Inviting e-Auction , numbered WBKP/CP/NIA-03/571 UNCLAIMED VEHICLES/TEN and dated September 25, 2026 , has been issued by the Commissioner of Police, Kolkata. The vehicles include motorcycles, scooters, cars and other categories kept at different police stations and dumping grounds across Kolkata.
The auction is being conducted as a single-lot sale , meaning bidders have to quote one price for the entire lot of 571 vehicles rather than bidding separately for individual vehicles.

The notice specifies a starting bid of ₹34,80,000 for the complete lot and requires a ₹1,75,000 caution money deposit through Demand Draft in favour of the Commissioner of Police, Kolkata, payable at Kolkata.
The Kolkata Police e-auction 2026 follows a multi-stage schedule.
If a bid is received within five minutes before the scheduled closing time , the system will automatically extend the auction by five minutes. The extension will continue in the same manner if further bids are received within the extended closing period.
The starting price for the entire 571-vehicle lot is ₹34.80 lakh . Bidders must quote an amount higher than the starting price during the live auction.
The bid increment has been fixed at a minimum of ₹1,000 over the previous bid . However, the final sale will be subject to the reserve price fixed by Kolkata Police. If the highest bid does not reach the reserve price, the auction can be cancelled.
The auction notice also states that the highest eligible bidder will be accepted only when the final bid is equal to or higher than the reserve price .
Interested bidders have to deposit ₹1.75 lakh as caution money through a Demand Draft drawn in favour of the Commissioner of Police, Kolkata , payable at Kolkata.
The DD has to reach the Tender Section at Lalbazar before the closing date for submission. The envelope is required to mention the relevant Kolkata Police e-auction number.
The caution money of unsuccessful bidders will be refunded after acceptance of the contractor. For the successful bidder, it will be refunded after the auctioned material has been lifted and the site has been cleared. The caution money will not carry interest .

The final entries of the list take the total to 571 vehicles , with the last vehicle listed as a scooter bearing registration number WB26AS6681 , kept at Vidyasagar Setu Dumping Ground under Burrtolla.
Kolkata Police has made it clear that the vehicles will be sold on an “AS IS WHERE IS”, “No Complaint” and “Caveat Emptor” basis .
Participation in the auction will be treated as confirmation that the bidder has inspected the material and satisfied themselves regarding its quantity, quality, condition, local working conditions and other relevant factors .
The police authority has also stated that it provides no warranty or guarantee regarding the quality of the lot, its end use or fitness for a particular purpose .
Since bidders are required to bid for the entire single lot , they cannot place bids for individual vehicles separately.
The auction notice specifies that at least three eligible bidders are required to start the e-auction process.
If fewer than three eligible bidders are available, the e-auction process will be cancelled and the caution money will be refunded. The sale will be made to a single successful bidder who quotes the highest eligible bid at or above the reserve price and fulfils the stated conditions.
The auction is open to eligible firms/agencies meeting the requirements specified by Kolkata Police.
The bidder should be registered under the applicable laws of India and should be incorporated or registered in India. The notice requires a valid Trade Licence , Professional Tax Certificate/clearance , Income Tax Clearance , PAN and GSTIN , along with other prescribed documents.
The bidder also has to submit an undertaking that they have not been blacklisted by any Central or State Government or Public Sector Undertaking. The notice contains specific provisions relating to insolvency, bankruptcy and criminal convictions connected with professional conduct or false statements.

The exact company documents depend on whether the bidder is a proprietorship firm, partnership firm, limited company or society.
Participation requires one-time enrolment on the e-Auction portal at eauction.gov.in . Bidders must have a Class-III Digital Signature Certificate (DSC) with signing certificate to participate.
After registration, bidders have to upload legible scanned copies of the Demand Draft and other required documents in PDF format , with the document size specified as up to 2 MB .
The auction committee will scrutinise the submitted documents and publish the list of approved or qualified bidders on the portal. Only approved bidders will be allowed to participate in the live e-auction.
The successful bidder has to deposit the entire bid amount within seven days of receiving the Letter of Acceptance (LoA) .
Payment has to be made through GRIPS , after which the bidder must submit a copy of the original e-Challan receipt to Kolkata Police. If the successful bidder fails to pay the full bid amount within the prescribed period, the offer may be cancelled and the caution money may be forfeited.
A lifting order will be issued only after the full bid amount has been deposited. The successful contractor must clear the entire material within 30 days from the date of the lifting order . Applicable taxes, duties, levies, transportation and labour expenses related to lifting the vehicles will be borne by the contractor.
Prospective bidders can inspect the vehicles according to the schedule in the auction notice. Inspection is permitted on working days between 11 AM and 5 PM , with prior intimation to the officer in charge of the location or concerned police station.
