For corner and intermediate residential plots , bidders must increase the bid in multiples of ₹300 per sq m .
For commercial plots , the minimum bid increment is ₹600 per sq m .
For flats and houses , the bid increment is in multiples of ₹5,000 .
An important condition is that if only one bidder participates for a property , the single bid will be rejected.
Interested buyers must register through the Karnataka Public Procurement Portal (KPPP) .
The registration process requires bidders to log in to the portal and upload the necessary identification documents, including:
Participants are advised not to wait until the final day for registration or payment because the KHB will not be responsible for technical or payment-related problems occurring on the last date.
The notice states that participants must generally be Indian citizens aged 18 years or above .
Registered partnership firms, limited companies, trusts and Non-Resident Indians (NRIs) can also participate subject to the prescribed documentation and conditions.
NRIs must upload a self-attested declaration and successful NRI bidders must subsequently provide the required attested documentation from the Indian Embassy.
The prescribed EMD must be paid to the Karnataka Housing Board through the payment options available on the Karnataka Public Procurement Portal.
Payment can be made through:
Auction service charges and bank service charges have to be borne by the bidder.
The bidder must ensure that all documents, details and payments are made in the bidder's own name and from the bidder's own bank account . A bid can be rejected if documents belonging to another person are uploaded or payment is made from another person's account.
Successful bidders have to pay 25% of the total bid value, including the EMD , within 72 hours of the completion of the e-auction.
If the 25% amount exceeds ₹1 crore , the payment period is extended to 10 days , excluding public and bank holidays.
The remaining 75% of the purchase price must be paid within 60 days from the date on which the auction confirmation letter is received.
Failure to make the required payments within the prescribed period can result in cancellation of the bid and forfeiture of the amount already paid .
For unsuccessful bidders, the EMD is to be refunded to their bank account within one month .
The KHB, however, has reserved the right to accept or reject bids and to modify, postpone, withdraw or cancel the auction or individual properties without assigning reasons.
All properties are offered on an “AS IS WHERE IS BASIS.”
Potential buyers should inspect the property before bidding and verify its location, dimensions, access and other relevant details.
The KHB has also provided a GPS/geotagging facility for locating auction properties. Buyers are advised to verify the GPS coordinates and property details before submitting their bids.
Once a bid has been successfully placed and the property is allotted, the notice states that an alternative plot, house, flat or shop will not ordinarily be provided in place of the selected property.
The KHB has introduced a five-minute delta-time extension for bids placed during the final moments of the auction.
This means bidding can be extended when qualifying bids are received close to the scheduled closing time.
Under Section 194-IA of the Income Tax Act, 1961 , where the total value of the auctioned property exceeds ₹50 lakh , the buyer is required to deduct 1% of the property value and deposit the applicable amount with the Income Tax Department.
