Karnal District Administration has announced a major online e-auction of condemned government vehicles, spare parts, tyres, tubes, flaps, iron scrap and used mobil oil. The auction will be conducted through the official NIC e-auction portal on May 20, 2026, giving individuals and scrap buyers an opportunity to bid for various government-owned discarded assets.
The auction will be organized by the office of the Deputy Commissioner, Karnal, and all items will be sold strictly on an “AS IS WHERE IS BASIS” and “AS IS WHAT IT IS BASIS.”

The auction includes a wide range of condemned and unserviceable materials from various government departments in Karnal district, including:
Officials stated that all auctioned materials are lying within the premises of various government departments in Karnal.
Interested bidders must deposit both the e-service fee and Earnest Money Deposit (EMD) through Demand Drafts before participating.
The Demand Drafts must be submitted at the Nazar Branch, DC Office Mini Secretariat, Sector-12, Karnal during the last four working days before the auction date.
Any individual above 18 years of age can participate in the online auction after creating an account on the NIC e-auction portal.

Bidders failing to upload the required documents will not be allowed to participate.
The administration clarified that GST at 18% or 28%, depending on the category of item, will be charged separately from the successful bidder.
For vehicles sold as scrap without registration certificates, 18% GST will apply. Scrap materials such as iron scrap, tyres and used oil will also attract 18% GST.
The minimum bid increment has been fixed according to vehicle category and reserve price.
Successful bidders must deposit the complete sale amount and applicable GST within three working days after receiving the acceptance letter.

The concerned department will decide whether the existing registration number of the vehicle will be retained or transferred.
If transfer is allowed, bidders must pay the applicable transport department charges for RC transfer.
The notice also highlighted government vehicle scrapping norms:

Unsuccessful bidders will receive EMD refunds within 30 days through DD, cheque, NEFT or RTGS.

The final rates will be reviewed by a committee headed by the Additional Deputy Commissioner (ADC), Karnal along with officials from Haryana Roadways and PWD Mechanical Division.
The committee reserves the right to accept or reject any bid without assigning reasons.
