The Jaipur Development Authority’s (JDA) Neendar Housing Scheme on Sikar Road is emerging as one of the largest planned urban development projects in its history. Spread across approximately 1,100 bighas (around 286 hectares), the scheme proposes a total of 6,520 residential plots along with 883 commercial shops and establishments, making it a major real estate development in Jaipur.
The project has gained renewed momentum after years of delay, with the government issuing an award on May 31, 2013, following objections raised in 2010. Since then, the JDA has finalized the master plan and is preparing an application booklet. The layout map is ready and is expected to be placed before the Public Works Committee for approval soon.
The scheme is divided into 10 blocks (A to J), with a mix of residential, institutional, and commercial zones. Blocks A to J include designated institutional and commercial areas, while residential development is planned in the remaining zones, particularly along the Sikar Road frontage.
Key planning highlights include:
Despite the large-scale plan, land acquisition remains a major challenge.
So far, only about 70 farmers have voluntarily surrendered land, while 35 farmers have received reservation letters.
Officials have indicated that the project can move forward once JDA secures possession of at least 500 bighas.
A fresh land survey is set to begin from July 1, with completion targeted within 10–15 days. This survey will assess:
The survey will be conducted in the presence of representatives from both the “Neendar Bachao Kisan Sangharsh Samiti” and “Neendar Bachao Yuva Kisan Sangharsh Samiti” to ensure transparency.
The findings will be used to prepare a cabinet note, which will be submitted to the Rajasthan state government for final decisions on pending issues.
Farmer groups continue to oppose the project. Representatives of the Neendar Bachao Struggle Committee have stated that:
Farmers have also warned that they will not allow JDA entry into the area without resolution of their demands. They argue that acquisition has largely remained on paper without proper ground verification.
As per government approval, compensation worth approximately ₹580 crore has been sanctioned. Farmers have been given the option to choose between:
This flexibility is expected to play a key role in future land acquisition progress.
The Neendar Housing Scheme is designed as a modern urban township with infrastructure such as:
The project is expected to significantly boost real estate development along the Sikar Road corridor.
Despite delays spanning more than a decade, the Neendar Housing Scheme is now moving into a critical execution phase. With the upcoming survey and revised planning, JDA aims to unlock one of its largest land development projects, potentially transforming the Sikar Road region into a major residential and commercial hub in Jaipur.
