DDA ‘Towering Heights’ Housing Scheme at Karkardooma on FCFS basis
741 2-BHK flats for individual buyers; 107 units earmarked for government institutions

The Delhi Development Authority (DDA) on Friday launched the “DDA Towering Heights at East Delhi Hub, Karkardooma Housing Scheme 2026”, offering 2-BHK flats on a First Come First Serve (FCFS) basis for individual buyers as well as bulk allotment to government institutions.
According to the official order issued on January 3, 2026, a total of 848 flats are being offered under the scheme, of which 741 flats are meant for individual (retail) buyers, while 107 flats have been earmarked for bulk allotment to eligible government institutions.
Under the retail category, DDA will offer 741 two-bedroom flats at Karkardooma, East Delhi. The tower-wise and flat-wise details, including plinth area, parking provisions and tentative disposal price, have been provided in Annexure-A of the scheme.
Applications for individual buyers will be accepted online through DDA’s Awaas Portal. A one-time registration fee of ₹2,500 is applicable for new users, while those already registered on the portal are exempted from paying the fee again. The booking amount for each flat has been fixed at ₹4 lakh, which will be non-refundable but adjusted against the total disposal price upon successful booking.
DDA has clarified that there is no cap on the number of flats that an applicant can book under the retail category. Allotments will be made strictly on an FCFS basis, subject to eligibility conditions and acceptance of the scheme’s terms.

In addition to retail buyers, DDA has earmarked 107 flats in RH-02 Block towers — Pirpanjal, Vindhya, Shivalik and Satpura — for bulk allotment to government institutions. Details of these units are listed in Annexure-B.
An application will be treated as a bulk purchase if the requirement is for a minimum of 10 flats. Eligible entities include Central and State government ministries and departments, universities, PSUs, autonomous bodies and government undertakings.
Interested institutions must submit applications, along with approval from the competent authority, to the Principal Commissioner (Housing), DDA, Vikas Sadan, New Delhi. Bulk allotments will also follow the FCFS principle, based on the date and time of receipt of complete applications.
DDA said the flats are over 90% complete, and hence only 75% of the disposal cost will be payable initially. The Demand-cum-Allotment Letter (DAL) issued at the time of allotment will reflect this amount. The remaining 25% will be payable once construction is completed and flats are ready for possession, which is expected by July 2026.
The authority clarified that the tentative disposal price does not include maintenance charges, GST, conversion charges or water connection charges. GST will be levied at the prevailing rate of 5%.

DDA has advised applicants to carefully read the detailed brochure, which will be available on its official website and the Awaas Portal. The scheme has been launched with the approval of the competent authority, the order said.

If a higher bid is placed in the last 5 minutes, bidding gets extended by 5 minutes, up to 20 extensions, making the maximum duration 2 hours 40 minutes.

The Delhi Development Authority (DDA) has extended the deadline for payment of the Earnest Money Deposit (EMD) for its Towering Heights Housing Scheme 2025 at the East Delhi Hub, Karkardooma. The scheme offers 1026 two-bedroom flats under the Transit Oriented Development (TOD) project.
Although DDA has not officially stated a reason for the extension, market sentiment suggests that the authority did not receive the expected number of EMD payments.
As of 19 November, only around 1500 applicants had paid the EMD—far fewer than the competitive environment DDA hoped for, where ideally 10 bidders per flat were expected.
To encourage more participation, DDA issued a circular on 21 November 2025, extending the key deadlines.

The flagship residential tower will be Delhi’s tallest building, standing 48 storeys high at 155 metres, setting a new skyline benchmark for the city.

New Delhi: The Delhi Development Authority (DDA) is gearing up to launch its first Transit-Oriented Development (TOD) project at Karkardooma, East Delhi. The ambitious mixed-use development, being constructed in collaboration with NBCC India Ltd, is set to transform the area into a modern, well-connected residential and commercial hub.
The East Delhi Hub at Karkardooma is poised to become the tallest TOD project in Delhi. Spread across a large area near the intersection of the Pink Line and Blue Line metro routes, the project offers residents unparalleled connectivity to key parts of the city.

According to officials, construction work is in its final phase, and the project is expected to be completed by December 2026. Two of the four residential towers are almost complete, while work on the remaining structures has crossed 80 percent progress.
The development is being undertaken by the National Buildings Construction Corporation (NBCC) under a Public-Private Partnership (PPP) model. Spread over 29.6 hectares, the project will integrate residential, commercial, and public utility zones along with 7.82 hectares of green space, accounting for nearly 30% of the total area.
Officials said the site will include modern community facilities such as a school, dispensary, library, cultural centre, community hall, shopping complex, and crèche, designed to create a mixed-use urban hub. The tallest building in the project will rise to 161 metres (48 storeys), making it one of the highest structures in East Delhi.
DDA sources indicated that finishing work, internal service connections, landscaping, and statutory approvals are currently underway. Once complete, the area will offer direct access to metro and other public transport nodes at Karkardooma and Anand Vihar, a key feature of the TOD concept aimed at reducing vehicle dependency and decongesting city roads.
The Karkardooma TOD project was conceptualised under a memorandum of understanding signed between DDA and NBCC in 2015, which was later revised in 2019 in line with Delhi’s updated TOD policy. Actual construction began in September 2021 at an estimated cost of ₹1,168 crore.
Officials confirmed that the project will include 30 residential and commercial towers, with bookings likely to open within the next few weeks. Once ready, the development is expected to become a new model for integrated urban living in Delhi.
