DDA Karkardooma TOD Project: Phase One Set to Launch Soon in East Delhi

New Delhi: The Delhi Development Authority (DDA) is gearing up to launch its first Transit-Oriented Development (TOD) project at Karkardooma, East Delhi. The ambitious mixed-use development, being constructed in collaboration with NBCC India Ltd, is set to transform the area into a modern, well-connected residential and commercial hub.

Project Highlights

The East Delhi Hub at Karkardooma is poised to become the tallest TOD project in Delhi. Spread across a large area near the intersection of the Pink Line and Blue Line metro routes, the project offers residents unparalleled connectivity to key parts of the city.

The project comprises multiple high-rise towers featuring:

  • Residential units including Economically Weaker Section (EWS) and Middle-Income Group (MIG) flats

  • Commercial spaces and offices

  • Parks, gyms, and recreational facilities

  • Banquet halls and retail outlets

  • Educational institutions, including proximity to GD Goenka School

Connectivity and Local Infrastructure

The Karkardooma TOD is strategically located near major roads and expressways such as NH-24, the Delhi–Dehradun Expressway, and the Delhi–Meerut Expressway, all within 3–4 km of the site. Residents will also have direct access to the Pink Line (Vihar–Majlis Park) and Blue Line (Dwarka–Vaishali) metro routes.

Nearby landmarks include the Yamuna Sports Complex, malls, branded retail outlets, and other essential services, ensuring a self-sufficient neighborhood.

Residential Offerings

The first phase will feature approximately 498 EWS flats, each including a room, kitchen, bathroom, and balcony. MIG flats of 1350–1550 sq. ft. are expected to be allotted through DDA’s auction system. While tentative pricing for EWS flats ranges between ₹15–25 lakh, official rates will be confirmed following DDA’s formal circular.

Commercial and Recreational Amenities

The project includes integrated commercial spaces, banquet halls, and gyms, providing residents with modern facilities within walking distance. The TOD’s unique design places metro stations at the society gates, ensuring easy access to public transport for daily commuters.

Project Timeline

Originally scheduled for completion around 2026–27, DDA officials now indicate that phase one may be launched later this year, possibly coinciding with Diwali, subject to final approvals.

The Karkardooma TOD project represents a significant step in DDA’s efforts to promote sustainable, transit-oriented urban development in Delhi. With high-quality infrastructure, excellent connectivity, and comprehensive amenities, the project is expected to attract considerable interest from homebuyers, especially first-time buyers under the EWS and MIG categories.

The Delhi Development Authority (DDA) is preparing to open bookings soon for its first Transit-Oriented Development (TOD) project at Karkardooma in East Delhi. The large-scale project will feature around 1,500 flats, including 500 units for the Economically Weaker Section (EWS) and 1,000 flats for middle-income groups (MIG).

According to officials, construction work is in its final phase, and the project is expected to be completed by December 2026. Two of the four residential towers are almost complete, while work on the remaining structures has crossed 80 percent progress.

The development is being undertaken by the National Buildings Construction Corporation (NBCC) under a Public-Private Partnership (PPP) model. Spread over 29.6 hectares, the project will integrate residential, commercial, and public utility zones along with 7.82 hectares of green space, accounting for nearly 30% of the total area.

Officials said the site will include modern community facilities such as a school, dispensary, library, cultural centre, community hall, shopping complex, and crèche, designed to create a mixed-use urban hub. The tallest building in the project will rise to 161 metres (48 storeys), making it one of the highest structures in East Delhi.

DDA sources indicated that finishing work, internal service connections, landscaping, and statutory approvals are currently underway. Once complete, the area will offer direct access to metro and other public transport nodes at Karkardooma and Anand Vihar, a key feature of the TOD concept aimed at reducing vehicle dependency and decongesting city roads.

The Karkardooma TOD project was conceptualised under a memorandum of understanding signed between DDA and NBCC in 2015, which was later revised in 2019 in line with Delhi’s updated TOD policy. Actual construction began in September 2021 at an estimated cost of ₹1,168 crore.

Officials confirmed that the project will include 30 residential and commercial towers, with bookings likely to open within the next few weeks. Once ready, the development is expected to become a new model for integrated urban living in Delhi.

The Delhi Development Authority (DDA) is progressing on its in-situ rehabilitation scheme under which slum dwellers are provided with permanent flats. The nodal agency for this scheme, DDA, has successfully completed projects in Kalkaji and Ashok Vihar, providing permanent housing to slum residents.

Kadkaddooma (Kathputli Colony) Project

  • First project under the scheme: Kathputli Colony in Shadipur.

  • The colony, originally settled between 1960–1970, had residents shifted temporarily to transit camps and some flats in Narela before construction of permanent flats began.

  • Construction started in 2018 with Reheja Builders as the contractor. Completion was initially targeted for 2019, but as of 2025, the project is still incomplete.

Project Renaming & Progress

  • To protect DDA’s reputation, the project has been renamed from Kathputli Colony to Pragati Apartments.

  • Officials report the project is now in its final stages of construction.

  • Delhi ministers, including Monorelal Khatta in August 2025, visited the site and instructed officials to expedite completion.

Flat Details & Allocation

  • Total flats: 2,800 for slum dwellers.

  • First allotment: 700 flats expected in December 2025 for residents currently in transit camps.

  • Construction cost per flat: ₹15 lakh.

  • Allotted to residents at: ₹1.12 lakh per flat (including ₹30,000 maintenance charges).

Key Takeaways

  • The project faced a 6-year delay, impacting DDA’s reputation.

  • Flats will be delivered in phases, starting with 700 units this December.

  • The project is part of DDA’s continued effort to rehabilitate slum dwellers across Delhi under the “Jahaan Juggi, Wahan Makaan” initiative.

The Delhi Development Authority’s (DDA) ambitious Kadkaddooma Transit-Oriented Development (TOD) Project is moving towards completion. While the official deadline for the project remains December 2026, Delhi Lieutenant Governor and DDA Chairman V. K. Saxena has indicated that the allotment of EWS flats may begin as early as November or December 2025.

Project Status

  • Two residential towers have already been completed.

  • Two additional towers are nearly 80% complete.

  • The finishing, internal services, and statutory approvals are in the final stages.

Flats Under the Project

  • Around 500 flats for the Economically Weaker Section (EWS) category.

  • Nearly 1,000 flats for the Middle Income Group (MIG) category.

  • Construction of the remaining towers is progressing steadily.

Key Highlights

  • 30% of the project area is reserved for green spaces, featuring landscaped gardens, multipurpose grounds, and open gyms.

  • A 161-meter-high, 48-storey tower will be the tallest building in the complex.

  • The project is spread across 60 acres near Kadkaddooma and Anand Vihar interchange metro stations.

Background

Earlier, DDA had planned to include these flats in its February 2025 housing scheme, but delays in construction prevented the launch. Now, the latest update suggests that EWS flat bookings could open by November–December 2025, much ahead of the full project deadline.
