DDA Launches Phase II of Jan Sadharan Awaas Yojana 2025: 1,537 New Affordable Flats Across Delhi

New Delhi, October 23, 2025: The Delhi Development Authority (DDA) has announced the launch of Phase II of the Jan Sadharan Awaas Yojana, 2025, aimed at expanding affordable housing opportunities for the Economically Weaker Sections (EWS) and Lower Income Group (LIG) categories. The new phase introduces 1,537 additional flats located across key areas of Delhi, following the overwhelming success of Phase I, where all 1,167 flats were booked on the very first day of opening in September 2025.

Flats and Locations

Under Phase II, DDA will offer flats in the following locations:

  • Narela, Sector G6-G7, Pocket 11 - EWS flats near the proposed Rithala-Narela-Kundli Metro Corridor

  • Rohini, Sectors 34 and 35 - LIG flats near Urban Extension Road-II

  • Ramgarh Colony - LIG flats near Jahangir Puri Metro Station

  • Shivaji Marg, Moti Nagar - EWS flats near Basaidarapur and Moti Nagar Metro Stations

Booking Details

  • Booking opens: November 7, 2025 (Friday) at 12:00 Noon

  • Platform: DDA Awaas Portal

  • Scheme title: "DDA Jan Sadharan Awaas Yojana, 2025"

  • Booking amount:

    • LIG Flats - ₹1,00,000

    • EWS Flats - ₹50,000

  • Registration fee: ₹2,500 (one-time, non-refundable). Existing registered users need not register again.

Eligibility Criteria

  1. Applicant must be a citizen of India and at least 18 years old.

  2. No restriction on owning property in Delhi.

  3. For EWS flats, family income (applicant + spouse) should not exceed ₹10 lakh per annum.

  4. PAN card is mandatory.

  5. Co-applicants allowed under special conditions such as Divyangjan quota.


How to Apply

  • Registration is done online only through dda.gov.in or eservices.dda.org.in.

  • Applicants must first create login credentials using PAN details.

  • A non-refundable registration fee of ₹2,500 (including GST) is payable online.

  • Once registered, applicants can view flat details - size, location, price, and layout - on the portal.

  • Booking Process:

    • Starts 22 September 2025.

    • Applicants can book a specific flat online on FCFS basis.

    • A 15-minute payment window is given to pay the booking amount:

      • ₹50,000 for EWS/Janta flats

      • ₹1,00,000 for LIG flats (if included later)

    • Booking confirmation and demand-cum-allotment letter issued within 24 hours.


Payment & Allotment Rules

  • The flat price must be paid within 60 days of allotment.

  • Divyang applicants get an option of hire-purchase (25% upfront, balance in EMIs over 15 years @10% simple interest).

  • Delay up to 30 days allowed with 10% interest, and up to 90 days with 14% penal interest (subject to conditions).

  • Non-payment within the given period leads to automatic cancellation and forfeiture of booking amount.

  • Narela: 672 flats, 34.76 - 61.99 sqm, ₹9.18 - ₹27.86 lakh

  • Loknayakpuram: 108 flats, 55.35 - 61.17 sqm, ₹29.60 - ₹32.62 lakh

Special Provisions for Divyang Applicants

  • Two payment options: Cash down or hire-purchase.

  • 5% rebate (max ₹1 lakh) on flat price.

  • Restriction on transfer for 15 years or until full payment of dues.


Important Conditions

  • Flats are offered strictly on "as is where is" basis.

  • No request for alterations or change in price/design will be entertained.

  • Allottees must join the Resident Welfare Association (RWA) of their housing pocket for maintenance.

  • EWS allottees cannot sell/transfer flats for 5 years from possession.

    • Flats are freehold properties → Banks provide loans up to 90%, depending on CIBIL score & income.

  8. Flat Visit:

    • Yes, you can (and should) visit flats before booking.

  9. Income Certificate State Requirement:

    • Certificate must be from the same state as your Aadhaar address (not Delhi if you live outside).

  10. Priority of Flats (as per speaker's suggestion):

    • First choice: 19B

    • Second: Dwarka Sector 14

    • Third: Loknayakpuram

    • Fourth: Narela

    • Then others.
