BMC Launches Sale of 426 “Inclusive Homes” in Mumbai

The Brihanmumbai Municipal Corporation (BMC) has announced the sale of 426 “inclusive homes” across Mumbai, with the online application process now open. The scheme is targeted at individuals from the Economically Weaker Sections (EWS) and Lower Income Groups (LIG) — those with an annual income of up to ₹9 lakh.

The homes, spread across prime city locations such as Kandivali, Bhandup, Jogeshwari, Goregaon, Byculla, and Kanjurmarg, range in size from 322 sq ft to 645 sq ft and are priced between ₹60 lakh and ₹1 crore.

The civic body expects to generate around ₹300 crore from this sale. However, housing experts argue that despite being labeled “inclusive,” these homes are still far from affordable for the intended segments.

Distribution of Flats

This marks the first time in BMC’s history that it is selling flats acquired under Regulations 15 and 33(20)(B) of the Development Control and Promotion Regulations (DCPR), 2034, which came into effect in 2018.

  • 186 homes were obtained under Regulation 15, which mandates that 20% of the area or flats in residential projects on plots larger than 4,000 sq. m must be handed over to BMC. Of these, 20% are reserved for project-affected persons (PAPs).

  • 240 homes at Bhandup were acquired under Regulation 33(20)(B) for EWS housing, each measuring 322 sq ft or below.

Category-wise Allocation

  • EWS Category: 122 homes (up to 322 sq ft)

  • LIG Category: 64 homes (up to 645 sq ft)

  • EWS Bhandup Homes: 240 units

  • Kanjurmarg Homes: 27 units require minor repairs before occupancy

The flats are primarily located in Borivali, Marol, Jogeshwari, Goregaon, Malad, Kandivali, Byculla, and Kanjurmarg.

Pricing and Controversy

While BMC maintains that the flats are priced at ready reckoner rates as per DCPR provisions, critics argue that the pricing defeats the purpose of “affordable housing.”

Housing expert Chandrashekhar Prabhu commented:

“These homes may be slightly cheaper than the market rate, but they are not affordable. A house is considered affordable if it costs within five years of a person’s annual income. Here, it’s at least ten years. Who will pay ₹60 lakh for a 300 sq ft home when they can get a proper 2BHK in Navi Mumbai for the same cost? The policy benefits builders, not buyers.”

He further added that the inclusive housing policy has failed to make housing genuinely affordable for low-income citizens, citing the builder-politician-bureaucrat nexus as the major obstacle.

BMC’s Stand

A senior official from the Estate Department defended the pricing, stating that the valuation adheres strictly to the ready reckoner rates, ensuring transparency. The civic body also claimed that this sale is being conducted to maximize utilization of acquired housing stock and offer ownership opportunities to eligible citizens.
