The Agra Development Authority (ADA), which approves residential housing projects across the city, is struggling to sell flats in its own flagship schemes. Most units in ADA Heights at Taj Nagari Phase-2 and Shastripuram Heights remain unsold, forcing the authority to rethink pricing and sales strategies.
With sales failing to pick up, ADA is now preparing to cut prices for flats in Shastripuram Heights and sell unsold flats at ADA Heights in bulk to generate revenue. Despite several attempts over the years to attract buyers, occupancy levels remain low, affecting maintenance of the residential towers.
ADA Heights was launched in 2007–08 at Taj Nagari Phase-2 and completed in 2014. Built over 35,427 square metres, the project consists of nine blocks, including seven 12-storey towers and two 13-storey towers. The total project cost was around Rs 256 crore.
Initially, the scheme received a good response, with around 150 of the 582 flats being booked quickly. However, demand slowed down later. The project includes 200 one-bedroom units, 200 two-bedroom units, 108 three-bedroom units and 74 four-bedroom units. Flat prices range between Rs 25 lakh and Rs 85 lakh, with categories such as studio, deluxe, super deluxe and ultra deluxe.
At present, around 272 flats remain unsold, impacting the upkeep of the complex. The ADA board has classified 170 unsold 2BHK and 3BHK units as “unpopular properties” and approved their bulk sale. The decision was taken during a recent board meeting, where non-official members also backed the proposal.
Officials said the authority is concerned over the prolonged vacancy in both ADA Heights and Shastripuram Heights. The divisional commissioner has directed ADA to review the market relevance and pricing of these properties. If assets fail to attract buyers, their prices must be reassessed to reflect market conditions.
At Shastripuram Heights, ADA had developed modern 2BHK, 3BHK and 4BHK flats. However, sales have been poor in the current financial year. Out of 336 flats, only 93 have been sold so far, leaving nearly 72 per cent units unsold despite the project being in a prime location.
To boost sales, ADA is likely to revise the rate card, offer price cuts or introduce easy instalment schemes to attract middle-class buyers. The authority is also seeking support from private agencies through a request for proposal (RFP) to speed up the sale process.
Under the Chief Minister Urban Expansion / New City Promotion Scheme, the Atal Puram Township Phase-2 residential plot lottery is being organized by the Agra Development Authority (ADA).

ADA Vice Chairman M.M. Arun Moulik stated that applications containing errors and not corrected within the deadline will not be included in the lottery process.
The lottery for the 374 MIG-III, HIG, and Super HIG plots under Phase-2 will be conducted at Sur Sadar.
The Atalpuram Awas Yojna is emerging as one of ADA’s key township projects, attracting significant interest from homebuyers. With twice the number of applications in Phase-2, competition is expected to be stiff. Applicants are advised to check their details carefully between 17–24 November to ensure eligibility in the upcoming lottery.

In a major boost to residential infrastructure in Agra, the Agra Development Authority (ADA) has announced the launch of its Atalpuram Township Phase-1 Housing Scheme, offering 374 residential plots in Sectors 2 and 3 on Gwalior Road. The project aims to promote affordable and planned housing under Uttar Pradesh’s urban development framework.
Spread across 138 hectares (approximately 350 acres), the Atalpuram Township is being developed as a modern gated township comprising 11 sectors. Designed with long-term urban sustainability in mind, the township will feature CCTV security, underground drainage, piped gas, a community clubhouse, schools, parks, a convention centre, and a dedicated police chowki.
According to ADA officials, the township will also include a power substation and post office, ensuring self-sufficiency for residents once completed.
Situated along Gwalior Road, near Kakua and Bhandae villages, the township offers excellent connectivity:

On the first day, results are being announced for EWS, LIG, and HIG categories, while the MIG-1 and MIG-3 results will be declared tomorrow, September 30. The event is also open to the public at Sursadan Prekshagrih, M.G. Road, Agra, where the draw is being conducted.

The Atal Puram Township project was inaugurated on August 5, 2025 by Uttar Pradesh Chief Minister Yogi Adityanath. Online applications opened on August 8 and closed on September 8, followed by an applicant correction window until September 22.
